Study On Countermeasures Of Preventing Terrorism Crime Is Civil Airport

The frequent occurrence of major terrorist activities in the world,especially the recent terrorist attacks on civilian airports,have shown that civilian airports and aircraft have always been the targets of terrorist attacks.The seriousness and harmfulness of terrorist activities have not only dealt a blow to the thriving civil aviation industry,but also continuously deepened the contradictions among the country,society,ethnic groups and religions,bringing turmoil and anxiety to the international community.All domestic airports are facing the challenges and pressures of terrorist attacks.Terrorist crimes against civilian airports pose a challenge to the security capability of the civil aviation industry.New threats to the safe operation of civil airports are emerging.Based on the new situation and combined with anti-terrorism law,this paper researches the prevention measures of civil airports against terrorism crime from a practical point of view and it is divided into four parts.The first part elaborates the concepts of terrorist crime and civil airport terrorist crime,and compares the easily confused two concepts of civil aviation illegal interference and terrorism crime,and then puts forward the basic characteristics and development of civil airport terrorist crime trend.The second part is to expose the problems and weaknesses in the crime prevention of domestic civil airports.The third part is the countermeasures of preventing crime of terrorism in foreign civil airports and the foreign research on preventing crime of terrorism in airports,mainly based on the international legislation about endangering the safety of international civilian airports and air terrorism crime such as "Tokyo Convention","The Hague Convention" and "Montreal Convention".This part gives the overview of legal basis and basic countermeasures of the foreign civil airport crime prevention in order to draw inspiration for our civil airport.The fourth part is about the legal basis for studying crime prevention of civil airport in our country,and measures about how to strengthen the software and hardware construction to prevent terrorism crime,how to improve the mechanism of evaluation of aviation security measures,how to carry out the investigation and sharing of information about the fear of terrorism,how to improve the prevention of terrorist crime and how to accelerate the building of military and police coordination forces as well as improve the ability of UAVs to cope with the control.It is hoped that the specific countermeasures can be put forward in those six aspects so as to achieve the purpose of effective detection,identification and prevention and to achieve the safe and steady production and operation of civil airports,ensuring the safety of the people travel.
