Research On Countermeasures Against Terrorism In Civil Airports In China

After the September 11 incident in the United States,terrorist activities are still active,and countries around the world are faced with a severe terrorism situation.In the field of civil aviation,terrorist activities targeting civil airports on the ground show a growing trend in recent years,such as the explosion of Istanbul airport in Turkey,the explosion of Domodedovo airport in Moscow,the Russian capital,and the explosion of Zaventem international airport in Brussels,Belgium,which have caused heavy casualties and property losses.Therefore,it is an important topic for all governments all over the world,especially for civil aviation industry to prevent,curb and combat terrorist activities in civil airports.In China,terrorist forces,mainly composed of ethnic separatist forces,violent terrorist forces and religious extremist forces,have been carrying out frequent activities.They have carried out a number of terrorist attacks in various parts of the country and extended their scope of terrorist activities to the mainland.Human-intensive squares,stations and important means of transportation are important targets of terrorist activities.The "June 29" hijacking case in 2012 shows that terrorist activities in the field of civil aviation in China have never stopped,and there is a high risk of terrorist activities in China's civil airports.At present,China's civil airports are faced with such problems as insufficient anti-terrorism technical,weak anti-terrorist capability of some airports' infrastructure,lagging construction of airport anti-terrorist informatization and intelligence system.Therefore,it is of great significance to strengthen the countermeasure study on preventing terrorist activities of civil airports in China to ensure the safety of civil airports on the ground and the safety of air flight.At present,there are few studies on countermeasures against terrorist activities in civil airports.Domestic and foreign experts and scholars mainly focus on the types of airplane-related crimes,with the emphasis on hijacking and bombing.Most of them take anti-terrorism as the perspective,and focus on terrorism strike and disposal.Few studies highlight the concept of terrorism prevention.Most studies focus on some aspects of airport security or anti-terrorism measures,and there are few systematic studies.In order to meet the need of civil airport counter-terrorism under the new situation,and ensure the safety of the civil airports and the whole civil aviation sector,from the perspective of prevention and inhibition,this paper takes the civil airport prevention countermeasures as the entry point,combines the prevention principle and risk management principle to study the civil airport anti-terrorist countermeasures,with the literature research method,case analysis method,experience summary method and interdisciplinary research method.By analyzing the terrorism situation faced by civil airports,this paper discusses the risk of terrorist activities in China's civil airports.Combined with the existing weak factors of airport terrorism prevention,this paper also puts forward comprehensive countermeasures and suggestions,from the macroscopic aspects of nation,civil aviation and civil airports,and from the microscopic aspects of the construction of airport infrastructure anti-terrorist capacity,personnel prevention,anti-terrorist technology,anti-terrorist functional departments,system guarantee.By taking the above systematic and comprehensive preventive measures,it is expected to ensure the safety of civil airports,prevent and eliminate the risk of terrorist activities on air vehicles,realize the overall safety of civil aviation,and ensure social stability and national security.
