Since entering the21stcentury, all kinds of major disasters occur frequently.Each time the loss of lives and property caused by the disaster is heavy and the panicwould last a long time, spread to a wide range and have far-reaching effect, such asdroughts and floods, SARS, ice storm, earthquake and so on. Countries in the worldhave paid great attention to the management of such kind of unconventionalemergencies, they has become a big problem faced by the governments. China hasfully accelerated to research and construct the emergency management system ofunconventional emergencies since2003, China fought against SARS.Aim to the problem that disorder command and unclear responsibility amongunconventional emergencies with different organization structure hinder rapid jointaction and collaboration in emergency response process. Based on the achievement ofa large number of theoretical studies, the paper made a deep analysis to the emergencycommand organization structure (ECOS) under unconventional emergencies withliterature research, comparative analysis and case study method, and tries to putforward the ECOS which is suitable for China and based on organizational structure.The main body of the paper consists of seven parts. Chapter1: Introduction. Thispart introduces the background and significance of the paper, reviews the relatedachievements at home and abroad and points out the main framework and innovation.Chapter2: The related theoretical basis of unconventional emergencies. This partmainly expounds the concepts, characteristics, classification and related basic theoryof unconventional emergencies. Chapter3: Unconventional emergencies organizationoperational mechanism. This part studies the evolution mechanism of unconventionalemergency and the operational mechanism of ECOS from different anglesrespectively. Chapter4: Organizations’ response mode under unconventionalemergencies. Systematically analyze the response mode of emergency commandstructure by contrast the emergency command structure and the basic emergencymanagement process between China and the United States. Chapter5: The innovativeresearch of organization framework based on emergency. This part proposes theemergency command structure based on the theory of organizational structure bydrawing on the advantages of traditional organizational structure and predicting thetrend of organizational structure. Chapter6: Case study of the emergency commandstructure of Yushu earthquake relief. Through analyzing the arrangement of emergency command organization framework on Yushu earthquake relief process, putforward the improvement suggestions for the future emergency commandorganization. Chapter7: Conclusions and prospects. Summarizes the mainconclusions of this paper and pointed out research and development direction of thefuture emergency management system.
