The secondment of civil servants in towns and townships has been a common phenomenon of informal communication among civil servants,which has its obvious practical needs and legitimate system functions,but there are also many kinds of illegal secondment.In recent years,in view of a variety of township civil servants secondment disorder,the higher authorities repeatedly issued documents to prohibit illegal secondment,emphasizing that we should adhere to the principle of "no secondment,less secondment",strictly standardize the secondment procedure,constrain the behavior of secondment,and strictly hold the illegal secondment accountable.However,after several rounds of cleaning and remediation,the illegal secondment still has poor effect.Once the wind was heard,the illegal secondment rose again,and this circular dilemma of secondment management even led to the embarrassing situation of "no one available" in the township government.In order to stabilize and strengthen the construction of civil servants in township governments and implement the rural revitalization strategy comprehensively,it is very important and urgent to explore how to redress and strictly regulate the secondment management of civil servants in township governments in China.B,therefore,this topic in Guangxi,the villages and towns government civil servants as the research object,through the way of combination of questionnaire and individual interview,B,through investigation and research,the villages and towns public servants secondment management mechanism of the status quo,revealed in its lack of policy based on operation practice of,the purpose of the secondment distorted or alienation,form a complete set of compensation system is not sound,lack of effective supervision and examination of the many problems such as nonstandard,through in-depth analysis of the problem,Combined with the actual from regulation to perfect the legislation of civil servants to strengthen the villages and towns public servants secondment binding,weakening the superior to comprehensively deepen reform unit secondment township civil service requirements,to strictly limit loan program and management township civil servants borrowing rate,to strengthen the secondment daily management play the legitimate function of township civil servants secondment and interest coordination mechanism to optimize the compensation of villages and towns government and was seconded workers rights and interests of perfect township civil servants secondment management mechanism optimization strategy is put forward.At the same time,this study tries to achieve the following innovations:to conduct research from the overall perspective of mechanism operation,to establish an analytical framework from the perspective of deconstructing the components of the secondment management mechanism,and to break through the existing relevant literature focusing on "secondment phenomenon","causes of secondment" and other local problems;Put forward financial compensation measures to strictly constrain the strategy of secondment behavior.
