Research On County Public Governance Capacity

To promote the modernization of national governance system and capacity is the overall goal of comprehensively deepening reform in our country.Our country has existed since ancient times "the imperial power more than county",it can be seen that the county is the basic unit of the national economic and social development,also is the basic unit of the national governance system,dominated the essential important status.The modernization of county administrative system is the proper meaning of the modernization of national governance system,and the capacity of public governance in county area is the most intuitive manifestation of national governance capability.Today,the rapid economic development,social governance issues highlight the situation,the county public governance strength is not only a great test of the governance body,but also a difficult problem of the social governance holistic development of our country.But,our country present stage social development is still in a state of imbalance,inadequate,especially county as basic unit of governance,the scarce resources,a traditional concept,management system construction is relatively lag,promote county public administration ability,modernize the county governance,county good governance goal more difficult.So-called the author born in the autumn the Fangcheng county,more understanding of Fangcheng county public governance,including its governance policy environment and practical difficulties,so in the research of county public governance,public governance in Fangcheng county as the study case,through on-the-spot investigation,theory with practice,systematically research analysis of Fangcheng county public governance and management problems that exist in the process,from Fangcheng county public governance problems in trying to put forward the feasible countermeasure,the conclusion can be applied to other similar same place,improving the capacity of the county public governance.This paper can be divided into four parts except the introduction.The first part is introduction to general county public governance problems,here focus on governance theory,theory of local government,county public governance influence factors,and the structure of county public governance capabilities,let us to county public governance concept has a clear understanding.The second part is about the operation of Fangcheng county public governance in the objective narration,from the comprehensive development,financial support and social control,ecological protection four aspects to show the public governance situation of Fangcheng county.The third part is to find and analyze the existing problems and the reasons in Fangcheng county public governance,such as low administrative efficiency,and low degree of mass communication,provide public services and public products are insufficient,the reason for this is that weakening governance concept,insufficient innovation consciousness,the governance body,etc.The fourth part tries to put forward feasible Suggestions to improve the public governance capacity of the county,which is to improve the quality of the governance body,improve the enthusiasm of social governance,and improve the governance capability by means of modernization.
