Study On County Good Governance Under Governance Transformation

Promoting the modernization of governance system and governance capability is the overall goal of our comprehensive deepening reform. The county is the basic unit of the national economy and national governance system, plays an important role in national governance. So the modernization of County governance system is an important part of national governance system, the modernization of county governance is the most intuitive reflection of national governance capability. Jiashan County is one of the developed cities and counties in eastern coast, and was established as the country’s first state-level scientific development demonstration area in 2013. Depend on the "Early and Pilot Implementation" policy, Jiashan took active exploration and attempts in the county’s governance. Basic on governance and good governance theory, and take Jiashan as a study case, the author uses the fieldwork research method, the literature method, the historical research method and the case research method, analyzes Jiashan’s exploration and practice and puts forward suggestions. Based on this, make good use of the demonstration effect as a state-level scientific development demonstration area.This article uses the Governance and Good Governance Theory, analyzes the differences between "governance" and "domination" as well as the differences between "good government" and "good governance", and origins of good governance theory. Regard openness, transparency, efficient, service-oriented, rule of law and honesty as core elements of good governance. Then, use good government,autonomous community and vibrant market as elements of the analytical framework of County Good Governance.This article describes the exploration and practice of Jiashan County in achieving county good governance. First of all, Reshaped the relation between government and society, enhanced the autonomy of community, motivated the vitality of social organization, strengthened the training of social workers, then promoted “Three social linkage” between community, social organization and social work. Secondly, limited the power of government, according to the principles of authority ruled by the law,deepened reform, transparent and convenience to people, regarded standardize the power restriction, clear the public power, limit the public power and operate the public power as four missions, to pursue the list system of administrative power.Finally, used the administrative power to inspire social vitality, deepened the reform of administrative examination and approval, and explored the reform of five aspects.For example, zero approval for establishing project, zero barrier for construction permit, zero distance for guiding service, zero-day of project acceptance and zero tolerance of government regulation.Aiming at the problem appeared in the exploration and practice, this article puts forward countermeasures and suggestion. Firstly, The government must do more on reducing the burden of community, improving the systematic environment of social organizations and strengthening the training of social workers. In order to steady the multiple governance structure. Secondly, develop a legislative framework for list system of administrative power through the local rules and regulations, operate the public power to give full play of social supervision and straighten out the responsibility and authority between the departments. Thirdly, aim at the risk that exist in the government’s delegate, we must increase the intensity of auditing items that require examination and approval as well as perfect the supervision system of administrative examination and approval. In general, government plays an important role in fostering Main Body of County Multi-governance. The construction of a good government has more realistic significance to the realization of county good governance.The County Good Governance is the best ideal model of county governance.This paper regards that The County Good Governance is based on favorable structure of governance, in order to constitute a subject of social multi-governance by the public and organizations in the government and society. Further more, the government,the public and social organizations ought to together involve in the governance of public affairs, reaching a process for public profit maximization.
