Research On The Improvement Of Governance Capacity Of County Government

After the changes of Zhou and Qin dynasties,the enfeoffment system was transformed into the county system.Since then,"all generations have practiced the Qin political system.".After the founding of the People’s Republic of China,although China’s national system has undergone fundamental changes,the structure of state power undoubtedly inherited the structure of history,especially in the period of the Republic of China.As in the past,the county-level government is in the key position of the state power structure,and it is the link and bridge of the governance structure.General Secretary Xi Jinping once pointed out that the county level is a foundation and a fundamental one.Economic development,security of people’s livelihood and social stability are inseparable from the county government.It can be said that all problems involving the public services of the grassroots should be ultimately implemented by the county-level government.In terms of political stability,economic prosperity and social management,the county government has always played an irreplaceable role.In China’s national governance structure,county-level government governance is not only the foundation of national governance,but also the weak link.As the foundation and core of national governance,the size and level of its governance capacity not only directly affect the economic and social development,but also is closely related to the promotion and realization of the modernization of national governance capacity."Without a solid foundation,the earth was moving." The improvement of county-level government’s governance ability has great practical significance for promoting local economic development,social stability and the modernization of government governance ability and governance system.Based on this background,in accordance with the idea of "small incision,wide field of vision,accurate focus",this paper selects N county,a medium-sized County in northwest Shandong Province,as an example to carry out the research.Firstly,the paper quantifies the abstract "governance capability" with the dimension of carrier,constructs the governance capability model,and analyzes the governance status from four dimensions: strategic planning decision-making capability,social livelihood service capability,cultural inheritance and development capability,and ecological protection construction capability.On this basis,by using interview,questionnaire and other research methods,this paper combs and analyzes the problems and reasons of N county government governance in four aspects: stable economic growth,structural adjustment for development,service for reform,and urban and rural people’s livelihood.Through empirical analysis,this paper summarizes the governance experience of two advanced regions in China,so as to compare and confirm with the corresponding practices of N county in Shandong Province,from which a more convincing conclusion is drawn.Finally,the paper summarizes the effective methods and countermeasures to improve the governance ability of N county government,including improving the ability of economic development planning and establishing a modern industrial system;Strengthen social management capacity and build a government that people are satisfied with;Innovating the way of cultural guidance to improve the soft power of government governance;Enhance public service capacity,and effectively protect and improve people’s livelihood;We will continue to optimize the management of ecological environment and promote the construction of ecological system.The research on the governance capacity of county-level government involves a wide range of issues.We should not only review a large number of existing literature,but also make an in-depth investigation on the minor issues related to this topic.Strictly speaking,this kind of research content,for a master’s degree student,is essentially inadequate.Therefore,the paper is insufficient in layout,logical deduction,case selection,material integration,viewpoint generalization and so on.But the research object of this paper is what I am familiar with,what I have seen,heard and thought.This may be part of the value of the paper.
