As the "14th Five-Year Plan for National Comprehensive Disaster Prevention and Mitigation" points out,with global warming,China’s various natural disasters are prone to high incidence.Especially with the continuous promotion of urbanization and industrialization in China,the domestic industrial chain and supply chain are becoming increasingly complex,the characteristics of multi-disaster concurrency and disaster chain are becoming more prominent,and disaster risks are becoming more and more systematic and complex.In the face of complex and severe natural disaster situations,it is already expected to minimize the impact of disasters and reduce the loss of life and property.The report of the20 th National Congress of the Communist Party of China points out that it is necessary to improve the emergency management system,improve the ability to prevent and reduce disasters and provide the guarantee of handling major public emergencies.As the main carrier of urban residents’ lives,the community is one of the basic elements of the city,and it is also the backbone of grassroots disaster prevention and mitigation.The comprehensive disaster reduction capacity of communities greatly affects the level of response of cities to various disasters.Based on the actual construction of comprehensive disaster reduction demonstration community in Area G of Zhengzhou City,this study carries out relevant research,elaborates the relevant theories of crisis management,polycentric governance,new public management and other related theories closely related to the construction of comprehensive disaster reduction demonstration community,and sorts out the literature on disaster prevention and mitigation in communities at home and abroad,clearly showing the current research progress.On the basis of field research,interviews and questionnaire surveys,this paper analyzes the problems of insufficient supporting safeguard measures,unsatisfactory actual construction results,insufficient participation of community residents,and insufficient follow-up daily management in the construction of comprehensive disaster reduction demonstration community in Area G of Zhengzhou City,and analyzes the causes of the lack of government functions,the failure to give full play to the effectiveness of professional institutions,the limited participation of community residents,and the imperfect supervision and assessment system were analyzed,and then coping strategies such as increasing government support,guiding professional institutions to cooperate and co-construction,mobilizing community residents’ enthusiasm for participation,and strengthening normalized supervision and assessment were proposed,so as to provide certain references for the construction of a comprehensive disaster reduction demonstration community in Area G of Zhengzhou City. |
