At present,in order to promote the army building and the modernization process of the armed forces,many countries have gradually implemented the civil service system,so as our country.Non-active civilian personnel refer to the personnel employed by the army and in accordance with the provisions of the management of the staff,but with the military academy of active duty in the management of the existence of a certain degree of particularity.As an important part of the human resources management of the military academy,the performance management of the non-active civilian clerks is an essential part of improving the overall quality of the whole team and the main means to enhance the overall management level of the military academy.However,the existing performance management research is mainly aimed at the teachers or enterprises in the major colleges and universities to start,although the military academy of non-active civilian personnel performance management has some reference,but failed to fully consider the non-active civilian staff in The Particularity of Military Academies.At the same time,the current performance management in colleges and universities there are laws and regulations are not perfect,the standard fuzzy and assessment indicators are more single and other issues.Therefore,this paper aims at the performance management of non-active civilian clerks in military academies to promote the all-round development of non-active civilian personnel performance management in military academies.The main contents of this paper include:(1)This paper analyzes the present situation and shortcomings of performance management of non-active civilian personnel in military academy.This paper adopts the methods of literature analysis,questionnaire survey,comprehensive induction and the combination of theory and practice.By combing the relevant literature and theory,this paper combines the "Civil Service Regulations of the People's Liberation Army" and the field research data to analyze the current non-active civilian personnel Performance management in the performance planning,performance counseling and communication,performance appraisal,performance feedback and application and other aspects of a detailed analysis.(2)This paper constructs the performance management policies and regulations of non-active civil servants with military academy features.Draw lessons from the successful experience of the performance management of non-active civil servants in foreign universities,carry out the development of military academies as the guide,performance management as the key,and timely feedback for the method to performance management as the core and non-active civilian staff development The basic idea of the goal,from the military academy non-active civilian personnel performance management preparation,performance standards,performance indicators,performance appraisal implementation,performance feedback applications and implementation of performance results and other aspects of the relevant countermeasures and suggestions.(3)This paper constructs the performance management index system of non-active civil servants with the characteristics of military academies.In the actual management process,pay attention to personal performance plan and make appropriate adjustments,focus on performance counseling,the implementation of performance communication,the enterprise widely used in the Balanced Scorecard tool as a military academy non-active civilian staff performance appraisal work Tools,with the help of the Balanced Scorecard method and the method of revision and conversion,and then optimize the performance feedback,improve the results of the application work to meet the military academy characteristics of non-active civilian performance management index system,and successfully in the National Defense Science and Technology University In the application...
