Collecting high-quality soldiers is the premier issue and the basic step to achieve the goals of building Strength solders and Strong army.Recruiting and sending good soldiers are not only the vital duty of the government and the military authorities,but also as an important guarantee to construct the people's army as "command of the Party,to win the war,fine style of work.” Moreover,it is the one of the basic aspect of building army force "able to fight,to win the war".The current situation of our country is to have fewer citizens that want to be a soldier,and the difficulty of recruiting soldiers is the issue that has gradually become a prominent problem and it affects the troop strength and the quality of preparations for military struggle partly.Therefore,it is the urgent tasks for all local governments and military organs to research and seek of solutions for the difficulty of recruitment,which is also the objective requirement of realizing the reform goal of "strength army".In this research,the author analyzed the main reasons that restricting Tibet conscription work from aspects as following: manpower base,culture and education,vocational selection,religion,health etc.using methods including qualitative and quantitative analysis,theoretical and empirical analysis.On the other hand,the author also focused on local situations based on the author's work experiments in Tibet,for example,considering the present situation of conscription,with regard to Tibet's unique geographical environment,ethnic and religious issues,especially focus on the complex split and anti-separatist struggle of the grim situation.While,application multi-level analysis and hierarchy process methods,author tried to explore major factors which cause recruitment difficulties in agriculture and pastoral areas of Tiber.Above all,the author proposed solutions of the problem of recruitment including promote economic and social development in Tibet,push revolutions and efficiency of national defense education,enhance social position of military,reform and improve the political and regulations to solved the incompatible problem between the "market" and "battlefield".In this way,it explores a sustainable and scientific way to recruit works in rural area of Tibet.
