In his report to the 19 th national congress of the Communist Party of China(CPC),General Secretary Xi Jinping pointed out that the current situation at home and abroad is undergoing profound and complex changes,and it is still an important period of strategic opportunities for China's development.In this special environment,our future is bright,but the challenges are also severe.Therefore,the conscription work to achieve the modernization of national defense construction needs,to safeguard China's sovereignty and territorial integrity,to ensure the stability and stability of China's surrounding areas,to promote the sustained development of the economy and society,to protect the safety of people's lives and property is of great and far-reaching significance.However,with the continuous acceleration of economic construction and urbanization in coastal areas,some changes have taken place in the outlook on life,values and world outlook of the school-age youth in coastal areas,resulting in the situation of "difficult recruitment and cold military service" in developed coastal areas.Coastal developed areas,the difficulty of recruiting in China is mainly refers to good economic foundation,facing the economy is relatively developed coastal areas for youth has passed a medical and political check,psychological test to apply link were military service organs after the screening checks the number of the final and calculated according to the proportion of the number of recruitment tasks gap increased gradually.In this paper,based on the perspective of public management,based on the developed coastal areas in China under the background of recruitment difficult township conscription work status quo thinking,changle in fujian coastal developed area area as an example,from the Angle of the draft policy practitioners,reference area conscription office data in recent years,makes every effort to take the literature research,investigation,study and other research methods,for the current recruiting work situation,the problems existed in coastal developed areas such as research,found that mainly include publicity atmosphere is not strong,Weak awareness of national defense,single means of reward and punishment,poor guidance and support in economic treatment and exit from the army,and many ways of employment and study abroad before joining the army affect the enthusiasm of joining the army,fear of hardship and fear of difficulties as well as relatively low illegal costs,and influence the determination to join the army.At present,the above problems generally exist in the economically developed areas with good economic development.However,with the economic and social development in China and the gradual increase of the developed coastal areas,the problem is likely to be further expanded in the coastal areas.At the same time,this article through the questionnaire methods such as research on school-age youth true wishes and thoughts to explore,and coastal areas at home and abroad for reference,the recruiting experience and relevant research results,through the comparative analysis,research out of the main causes of these problems are: propaganda is not enough,the coastal advantage of employment impact,management needs to improve,recruiting object some overall quality is not high,the family enterprise culture adverse effects and so on several levels.In this paper,combined with the actual situation of the coastal developed areas,the exploration of measures according to local conditions,local policy recommendations,get a certain feasibility and operability of the conscription work of new ideas and new methods,specifically can be summarized as: Strengthening national defense education,enhancing recruitment process,the adjustment treatment,arouse the enthusiasm for director-general,etc,for the coastal developed areas of counties and villages and towns in two levels of recruitment recruitment department next phase of work as a reference,for coastal developed area conscription work break through the bottleneck of "difficult to draft",solve the problem of "difficult to draft",and then to improve the overall military recruit quality comprehensively practical advice advice,for continued to adapt to The Times change,and further meet the needs of the modernization of national defense and the army,army dream realize power for power and security.
