With the deepening of the aging of the population,the number of the elderly population in our country is increasing day by day,and a considerable part of the elderly population in our country is concentrated in rural areas.Due to the insufficient development of economy and culture in rural areas,the incidence of poverty among the elderly population in rural areas is higher,the form of old-age security for the poor elderly population in rural areas is severe,and the old-age support for the poor elderly population in rural areas is severe.The improvement of the security level is related to the solution of the rural old-age problem and the completion of the great undertaking of poverty alleviation.If the pension problem of the rural poor elderly population,a special group,can not be solved in time,it will seriously affect the development of rural areas and social progress in China.Based on the analysis of the status quo of 600 poor elderly people in rural areas,this paper tries to find out the dilemma existing in the old-age security of the poor elderly population in rural areas,and analyses the countermeasures and suggestions to solve the corresponding problems.The research of this paper finds that it will be helpful to meet the old-age needs of the poor elderly population in rural areas,improve the old-age security level of the poor elderly population in rural areas,and be able to do so.It will help the poor elderly groups in rural areas to get out of poverty as soon as possible,and realize that the poor elderly population in rural areas can "depend on their health,have medical treatment and have support for their old age".This will have a significant impact on the completion of poverty alleviation and the building of a well-off society in an all-round way.This paper uses the concept of multiple pension needs,and with the help of exchange theory,consanguinity value theory and welfare pluralism theory,to analyze the current situation of pension security for the rural poor elderly population,and preliminarily classifies the poverty types of the rural poor elderly population as follows: first,poverty caused by lack of working ability,income source and support person;second,poverty caused by lack of support ability for the support person;To strive for poverty;third,poverty caused by the failure of the support obligations of the supporters;fourth,poverty caused by the serious illness of the elderly;fifth,poverty caused by sudden disasters.In addition,the study found that due to the lack of traditional "filial piety culture" and the weakening of the role of family endowment,the intergenerational relationship of the poor elderly population gradually alienated,the phenomenon of "living alone for the aged" prevailed,the medical insurance system was flawed,and the medical burden of the poor elderly population was difficult to alleviate due to the imperfection of the medical security system;the basic endowment insurance for urban and rural residents focused on.Material endowment and neglect of spiritual endowment make it difficult to effectively satisfy the multiple endowment needs of the poor elderly and improve their quality of life;lack of pertinence in poverty alleviation measures and insufficient security force make it difficult to effectively improve the security level of the poor elderly;lack of mandatory and flexibility in policy implementation makes some Poverty Alleviation Policies vulnerable to negative factors in the implementation process.Policy expectations are difficult to achieve.Through the following studies,it is found that in order to solve the current difficulties of the old-age security for the poor elderly in rural areas,we must continue to consolidate the security status of family old-age security and continue to play its due role;vigorously improve the old-age security system in rural areas to meet the multiple needs of the elderly poor in rural areas;strengthen the pertinence of poverty alleviation policy formulation and improve the security of the old-age poverty alleviation.We should eliminate the influence of external forces and promote the effective play of policy roles.We should also improve the participation mechanism of social forces so as to add to the brocade of providing for the aged and poverty alleviation.
