At present,the state is actively promoting the reform of government management.The tax authorities have earnestly implemented the spiritual requirements of the CPC central committee and the state council on the transformation of government functions,introduced the advanced concept of performance management,and realized the improvement and rapid development of their own administration.However,in the exploration and practice of local grassroots tax departments,performance management embodies many problems.This paper comprehensive application of various kinds of research methods,based on performance management related theory analysis,in Weifang tax bureau as an example to study the grass-roots tax department performance management present situation,introduced the Weifang revenue,on the basis of assessment of performance management practice,summed up the current grass-roots tax department performance management results,analyzes the problems existing in the operation,including positioning inaccurate and index design science,process control is not strong enough,incentive effect is not obvious,and further analyses the causes of the problems,including the ideological understanding does not reach the designated position,the index design is difficult and subjective factors influence and low efficiency of the administrative department.By referring to the advanced experience and methods of domestic tax authorities,this paper puts forward some Suggestions for improvement.In terms of implementation scope,the key tasks of performance management,index decomposition,principal responsibility,and 360° evaluation of grassroots tax departments are fully covered.In terms of the implementation process,performance communication,collection and analysis of information,continuous feedback and necessary target correction can be realized throughout the whole process.In the implementation of the object,through the establishment of a clear system of post responsibility,scientific index decomposition and the responsibility of the system to achieve full coverage;Based on objective management method,balanced scorecard,key performance indicators and 360° feedback evaluation method,the assessment indicators are designed in a multi-dimensional way as far as possible.Finally,the practical application of assessment results should be strengthened.It is hoped that the limited analysis and research in this paper can provide some references for the performance management work of grassroots tax departments.
