Refugee problem has always been one of the hot issues in contemporary international relations.Tens of thousands of refugees from Syria,Iraq and Afghan came to Europe due to the Arab Spring movement, creating the biggest refugee crisis in the world after World War II.The vigorous impacts and profound affects of the refugee crisis extend far beyond that of Greek Debt Crisis, and become the most serious social problem that European countries have to face and solve urgently.Germany is a country who has rich experiences in dealing with refugee problem.Loose policies, high welfare and influences of geopolitics in Germany make the country the “preferred destination” for refugees.Refugee policy in Germany has undergoing some new features and changes, and thus doing a research on the refugee policy in Germany has significant theoretical and practical meaning.Germany underwent multiple times of refugee flows at different periods since World War II which forced millions of residents to leave their homes to become refugees. As a defeated nation during the World War II,the Federal Germany implemented a loose and open-door refugee policy to make up for the historic mistake it made and to promote humanitarian spirit. In the early 1990 s,the world pattern was changed enormously by Fall of Communism, the disintegration of Soviets and German Reunification. An enormous political refugee population flooded into Germany, causing an anti-foreign sentiment in some German residents and forcing German government to develop a new review procedure of refugees. The new review procedure reduces the rights of refugees and raises qualifying conditions. The refugee policies in Germany underwent a prudent period,open-door period and tightening period after Arab Spring Movement with different dive factors for each adjustment.Refugees result in a high occurrence of crimes, which became a knotty problem to German social stability. While Germany government increases its financial input for refugees, the effects of high investment are time consuming.Unemployment rate in refugees are still high, and has a serious impact on the sustainable development of German economy.Far-right forces of Germany rise again along with the intensification of ethnic diversity conflict, which renders refugees harder to integrate into German society and even relights the Nationalsozialismus that once frightened the whole world. Therefore, after the German election, many challenges and problems to be faced by the fresh “grand coalition”.This paper uses culture conflict theory, public security theory and nationalism theory to make an analysis on the various challenges faced by the refugee policy in Germany, wherein focus are the summary and analysis on Pegida organized by German right-wing forces, the rising reasons of the populism leaded AfD,and refugee policy making and challenges therefor in Germany. Moreover, the latest changes in German political ecology after election and human rights and repatriation faced by Germany are discussed in this paper.Besides, this paper further explains historical, political, economic and diplomatic factors and the like that have an effect on the refugee policy making in Germany.
