Research On Gird Management Of Rural Communities Of Shiji Town In Xinyi City

In current,the development of Chinese economic has entered a new stage.The modernization of national governance system and governance capacity is one of the characteristics of realizing socialist modernization.Rural community governance is not only an important part of the national governance system,but also the cornerstone of realizing the strategy of rural rejuvenation.With the accelerating process of urbanization,rural communities have undergone tremendous changes in ideological concepts,social structure,and benefits pattern.Grass-roots government are responsible for a large number of social services and social management issues.Tasks exceed load-bearing capacity of grass-roots government and the self-government of villages are in trouble.The traditional model of rural community management has apparently been difficult to adapt to the needs of social governance and services in the new situation.Facing the new challenges to the community governance brought about by the changes in rural society,it is an inevitable trend of governance and development in rural communities to Actively adapt to the new situation of rural reform and development,adapt to the new expectations of the rural community,improve the governance mechanisms of rural communities and expand the supply of community public services.The birth of grid management model provides ideas for resolving the contradictions of the ruralization society and improving rural governance mechanisms.The birth of grid management has become a path to further innovate and improve the governance model of rural communities.The application of grid management in many cities provides a more convenient and effective way of management and service for the city,which has been recognized and promoted by the government departments.In this paper,the rural community of Shiji Town in Xinyi City is taken as an example.Based on the research of grid management at home and abroad,the important concepts are defined.Using the theory of participatory governance,new public service theory and seamless government theory to study the implementation status of grid management in Shiji Town.Field research and other methods are also used.Based on the analysis of the grid management practices in rural communities of Shiji Town,it is found that there are problems in the process.For example,social participation is limited,the level of social participation is low,the level of application of Informatization is low and the rural community infrastructure is weak.The paper analyzes the causes of the problems,from the formulation of policies,the building of grass-roots democracy,the construction of information,the protection mechanism,etc.Then,it explores how to improve the adaptability of grid management in rural communities by fostering the concept of grid governance,expanding the functions of comprehensive information platforms,and establishing long-term mechanisms.The implementation of grid management in rural communities as a social governance innovation practice has some conflicts with traditional governance models.However,it provides a effective and direct model for improving the governance system of rural communities that combines self-government,rule of law,and rule of virtue.Through continuous revision in practice,completing the transition from regulation to service,we can enhance the internal vibrancy of grid management and promote the continuous innovation of rural community governance.
