Research On The Problems And Countermeasures Of Rural Grid Management ——Taking H Town,Zouping City,as An Example

Rural grid management is the innovation and development of social governance model,to implement the refinement and highly efficient of the grassroots governance services,to better provide people with a high level of rural public service,to meet the needs of the people for a better life,is helpful to optimize the structure of social governance,overcoming the drawbacks brought about by the fragmentation management at the grass-roots level,functionality and resources integration.Under the background of the national grid management,most of scholars focus on the research of urban community grid management,by comparison,the research on rural grid management is less,and the rural grid management is different from the characteristics of the urban community grid management,facing the real difficulties that are different from the cities,cannot completely follow,should be combined with the characteristics of rural.Since the comprehensive implementation of rural grid management in H Town in 2018,it has achieved certain social governance results,but also has many problems,which are mainly reflected in grid construction,quality of grid matters,team construction,grid information platform construction,mass base and other aspects.There are deep-seated reasons for these problems,including excessive government intervention,lack of service function,low linkage efficiency,imperfect working mechanism of grid management,imperfect guarantee mechanism,and the formation of benign interaction between government and society.This paper uses case analysis,field interview,questionnaire survey,quantitative analysis and other research methods,basing on the elaborating management theory,holistic governance theory,under the guidance of the new public service theory in H town rural grid management model as a case,and combining the reality of H town and the thoughts of the author discusses the countermeasures to solve the problem:First,shape the concept of service and accelerate the transformation of functions.Second,improve the operation mechanism of rural grid management.Third,improve the guarantee mechanism of rural grid management.Fourth,the establishment of multi-subject co-governance of the overall governance mechanism.Through the improvement of the above aspects,it is expected to put forward a reasonable improvement scheme for the rural grid management,make up for a little gap in the rural grid management research,and bring reference significance for the rural grid management in other areas.
