In recent years,the focus of our country's social reform gradually shifted from the economic reform to the political reform.This undoubtedly sets higher demands on our government departments.Basic civil servants are directly rooted in the line,the implementation of various basic work force,to study it is particularly important.Performance appraisal is an important research area of human resource management.The result of performance appraisal can provide certain basis for staff hiring,job adjustment,training and development and determination of remuneration.The implementation of the performance appraisal of civil servants can correctly evaluate the performance of civil servants' moral integrity and performance,standardize the work behaviors of civil servants,promote civil servants' diligent and honest administration,improve work efficiency,and build a contingent of high-quality civil servants.Competency model of the seventy years before the rise of the twentieth century,is currently the more advanced human resource management model.Applying competency model to the field of performance appraisal of basic civil servants not only can apply the competency theory to more fields,but also expand the scope of performance appraisal research.After analyzing and analyzing the present situation of the performance appraisal of basic civil servants in ZY City,this paper uses the methods of literature analysis and behavior interviews and the questionnaire to extract the 20 main competency characteristics of basic civil servants.Through exploratory factor analysis,20 major competency characteristics were summarized into five categories,which constructed a multi-level grassroots civil service competency model.And then,by issuing questionnaires for many years to do basic civil service performance appraisal of cadres of each competency characteristics of factors weight analysis.Using AHP obtains the weight value,and describes the performance behavior,and ultimately builds a competency-based performance appraisal system for basic civil servants.Finally,briefly overviewing the implementation of the performance appraisal of basic civil servants.The innovation of this study has the following points: First is the topic of innovation.At present,the research on basic civil servants in our country is still in its infancy,and the research on basic civil service performances by domestic scholars mostly researches and recruits this module,which is seldom involved in the study of performance appraisal module.The current civil servant performance appraisal system in our country is not aimed at the basic civil servants to this particular group,and basic civil servants are the backbone of civil servant groups,is of great research significance.Second is the research content innovation.The formulation of performance appraisal indicators for basic civil servants,to solve the original performance appraisal indicators too broad issues.Not only can it provide standards for the performance appraisal of basic civil servants,improve the performance appraisal results,but also promote the basic civil servants to consciously strengthen their own capacity building and improve government performance important mechanism.
