In recent years, more and more scholars pay attention to the performance appraisal of civil servants. A complete set of scientific performance evaluation system can measure the behavior of civil servants and the results of the work of civil servants, can stimulate the enthusiasm, mobilize their enthusiasm for work, can greatly improve the efficiency of administration. Therefore, trying to establish a relatively complete assessment system is of both theoretical and practical significance.Especially on January 1, 2006, the civil servant law of the People's Republic of China, local governments at all levels in the practice of civil servant's performance assessment system and put forward a lot of reform and innovation.In 1980s, the original western government was unable to meet the growing public demand, and everyone began to pay attention to the quality and efficiency of public services,so the idea of new public management began to become popular. The new public administration theory is based on economics, and the public management theory is centered on the coordination of government market. This article is precisely under the guidance of the new public management concept, to explore basic present situation and problems of civil servant's performance assessment system, and puts forward solutions accordingly, through to the Tangshan K district government civil servant performance appraisal system for case analysis,discovers the existing evaluation system problems, the body is not perfect and has not formed a good interaction between the "body".through the reference of developed countries is relatively perfect evaluation system to develop a set for the district government civil servants performance appraisal system, and then from the individual to the general,intends to expand the set of evaluation system can be applied to other government departments in the performance appraisal of civil servants, civil servants to improve work efficiency, improve the people's satisfaction.This paper is divided into seven parts. The first part is the introduction, which introduces the full text of the topic, literature review and research programs. The second part is the definition of basic concepts and related theories, introduced the theoretical basis of this article,and laid the foundation for the later. The third part is the status of the performance evaluation system of grass-roots civil servants in China. And take the government of Tangshan City K district as an example, investigate the basic status of the government performance appraisal system in K district. The fourth part is about the problems and reasons analysis of our country's grass-roots civil service examination system. The fifth part is the experience of the civil servant performance appraisal system in developed countries, which can be used for reference in the civil service evaluation system in Germany, the United States and Singapore.The sixth part is the optimization and Countermeasures of the performance evaluation system of grass roots civil servants. The optimization of the government civil service assessment system in K District of Tangshan City, through the expansion from single to the complex and the formation of good interaction between the various systems, try to build a suitable assessment system for the government of the region. From individual to general, the K district government will continue to refine the assessment system, the formation of all grass-roots civil service assessment system. The seventh part is the summary and outlook,summarizes the research conclusions of the full text, and finds the future research direction.
