Researches On The Sentinel Management Problems Based On The Information System

From the view of camps management in the armies,the post on duty which is the part of armies' regular work plays an important role in its security management and standardization construction;and from the perspective of national security and social stability,the post on duty is the guarantee to ensure that the people live and work in peace.The normalization tasks of the troops are now on duty,patrolling and standing guard,especially the troops of frontier defense,coastal defense and armed forces,whose guard tasks have a larger scale,such as high importance,heavy workload and so on.However,for a long time,the information management and post arrangement about on duty and standing guard have not been using the style of computer management,in which there exist many problems such as the inconvenience of maintenance and checking the records,the difficulty of querying,the vague of evaluation criteria and so on.The information management of patrolling and standing guard is directly related to the layout rationality of post table,the speed of arraying posts,and ultimately affect the quality and efficiency of on duty for all armies.At present,for most of grassroots units,their post management still use the traditional manual style,such as manual inputting,paper filing,artificial sorting,the strong subjectivity of planning the post table and so on,which affect the efficiency of patrolling and standing and the level of its scientific management,and while the post information can not be achieved and shared for other armies and superior leadership,resulting the low utilization of post information.With the new military reform and to promote the depth aim,the military informationization sweep every corner of armies construction,so the posts' information management is imperative.Focusing on the sentinel management problems,the paper firstly analyzes the current status and existing problems of sentinel management in army;on this basis,puts forward the construction requirements of sentinel management information system,and then puts forward some detialed processes and measures to improve the efficiency of sentinel management based on the design and implementation of sentinel management information system(SMIS)with a case study.The SMIS is designed based on the basic processes and special requirements of on duty and standing guard for each unit in armies.SMIS can achieve the aim such as post customization,automatic arrangement by computer,quantitative assessment personnel based on statistical data and so on.Based on this,we mainly investigate the following issues in this paper: the current situation of post management in troops,the feasibility of SMIS development,the requirements analysis of SMIS system,function analysis,the analysis of business processes of standing guard and on duty,the analysis of SMIS's data flow,the detailed design of SMIS,the design of SMIS's database,the implementation of SMIS,the system testing and application,et al.Finally,the feasibility and usability of the SMIS are verified in a unit.The sentinel management based on the information system meets the trend of information construction and management in military,which synthetically considers various requirements on duty and standing guard in the grass-roots units,in order to adopt the post's arrangement and management of post table.The SMIS is suitable for the posts' stand guard management and scheduling arrangement for all the troops,especially some troops such as such as the border,coastal defense,the armed police and so on which have more patrol and standing guard tasks.The SMIS we develop can realize the posts' automatic arrangement,on-demand scheduling,timely updates,real-time post-tables' sharing and the quantitative evaluation on personnel.The use of SMIS will greatly improve the efficiency of scheduling on posts in the grass-roots,add the safety and systematization level of the information storage and sharing of the post-table and promote the informatization level of on duty and standing guard in the troops.
