Research On The Role Of Noncommissioned Officer In The Regular Ideological Work Of Armed Police Base

Armed Police base's regular ideological work is an important part of ideological and political construction of Chinese Armed Police Forces.It is the most practical work that is the closest to the actual conditions of grass-roots force.With the reform of the army advancing steadily and gradually cutting back in the number of grass-roots cadres,Noncommissioned Officer(NCO)has gradually become the backbone of the grass-roots level,therefore,to research the role played by NCO ranks in such work is very important for the innovation and development of basic regular ideological work.At present,Armed Police base's regular ideological work is facing new situations and problems,so to fully play the principal role of the NCO ranks,forming an workable mechanism and creating a good atmosphere for regular ideological work are important ways to effectively improve the quality and efficiency of ideological work.Thus,in practice of a stronger military,the research to strengthen regular ideological work of NCO in the armed police base is of great value and significance.This paper first draws a conclusion from the literature that NCO is an important power to conduct Armed Police base's regular ideological work.Combined with the armed police forces' actual conditions,this paper discusses the main content of Armed Police base's regular ideological work.Then this paper reveals the status and functions of grass-roots NCO ranks of Armed Police,characteristics of grass-roots regular ideological work and the unique advantages of NCO in basic ideological work.It also analyzes the main content of Armed Police base's regular ideological work and the role played by NCO ranks.Secondly,some current problems are analyzed by theoretical analysis and investigation: misunderstanding towards the role of ideological work,lack of motivation to devote in regular ideological work.Meanwhile,the causes for these problems are analyzed from three aspects: ideology,organization and leadership.Finally,combining with the present situation of the Armed Police base and grass-roots NCO ranks and the spirit of President Xi's speeches,this paper provides suggestions for from the perspectives of improving ideological understanding,strengthening leadership,increasing the intensity of training,building stricter management as well as setting up innovative mechanism.Thus,this paper can also serve as a theoretical reference for the improvement of the quality of Armed Police base's regular ideological work and the comprehensive construction of Armed Police base and Armed Police grass-roots NCO ranks.
