Since the Reform and Opening in China in 1978,the economy and the living standard of the people has been developed,and the life expectancy of human has been extended,while the problem of population ageing has been more serious.According to the research,in terms of the current speed of aging population growth,it can be estimated that the elderly population in China would be 400 million by 2050,accounting for 30% of the total population.There are 576 million 610 thousand permanent residents in rural China.With the rapid transfer of the rural young and middle-aged population to cities and towns,the number of empty nesters and old people who are separated gradually increases.In the future,the family pension model in rural areas of China will be unsustainable,and the pressure of providing for the aged will increase greatly.Therefore,the government has promulgated a number of policies to vigorously build a social pension service system,promoting the transformation and upgrading of pension services,to provide living services for the rural elderly.It can be seen that developing institutional pension will effectively alleviate the pressure of rural endowment insurance in the future.This paper attempts to study the present situation of institutional endowment in Daiyue District,so as to get the overall status of rural institutional endowment in China,find out the problems and reasons,in order to promote the development of this mode of endowment.Through the analysis of the present situation of the old people's institutional pension in Daiyue District,we can draw the following conclusions: the income sources of the old people in Daiyue District are mainly dependent on children's allowance,social assistance or pension,the income sources are limited and generally low,relatively,the cost of the old people's institutional pension is somewhat high;at the same time,the choice of institutions;Old-age people are generally due to poor health,children or spouses are not around,can not take care of them,hoping to get professional care in pension institutions;in addition,because their families are not around,the elderly are mostly semi-self-care or self-care elderly,they are in great demand on daily care,medical services,cultural entertainment,spiritual comfort.However,the service level of pension institutions can not fully meet the needs of the elderly.Through the analysis of the old-age institutions,the old-age institutions have made some progress,there are still many problems in the old-age institutions,such as inadequate social participation,remote location,high fees,old service facilities,low level of service and so on.On this basis,this paper puts forward specific countermeasures and suggestions from three aspects: society,government and institutions.In the social aspect,we should change the traditional ideological prejudice,give full play to the role of social participation institutions in providing for the aged,and strengthen the cooperation between the community and the institutions for the aged;the government should strengthen the support to the institutions for the aged,speed up the reform of the public institutions for the aged and strengthen the supervision;the institutions for the aged should strengthen the construction of nursing staff and improve the service level,clear the position of pension institutions.
