become more aware that the impact of globalisation brought about by the globalization of the economy and regional integration and the overlapping of regional issues and regional public affairs are trying to promote economic and social development.The development and recovery of the local government's individual protection strategies has gradually become obsolete.Only relying on unilateral governments cannot solve increasingly complex regional issues.Only by relying on ongoing cooperation between governments,the problems existing in the region are uniformly managed.Economic development,the provision of public services,and the sharing and distribution of various types of resources can only be planned rationally,and it will be possible to get out of the muddy economy as soon as possible,raise people's living standards,and promote social development.This article starts with the concrete case of Ning Zhenyang's urbanization and analyzes the basic role of public service cooperation supply for the same-cityization and regional integration.The author believes that the cooperative supply of public services is no longer just a goal in the same city,It is to eliminate the siphoning effect of central cities on neighboring cities,promote the balanced development of cities in the region,enable residents in the region to enjoy the dividends brought about by the policy more directly,and lay a more solid policy foundation for the further development of urbanization.Arrangement,therefore,the cooperation and provision of public services,in addition to the need for reasonable planning of the three municipal governments at the policy and institutional level,needs to focus on fair and equitable value guidance,with a focus on the interests of vulnerable groups in society.However,in today's planning of public urbanization and public service provision,only the design at the system level has remained,and there is little mention of the value orientation of public service provision;and in the provision of public service cooperation in the three cities of Ningzheng and Yangzhou,Without the constraints of relevant laws and regulations,relying solely on agreements reached between governments,it is difficult to have continuity and stability in the future implementation process.Once there is a situation in which interests are difficult to coordinate,it is service supply related to the people's livelihood does not occupy the importance of matching it;in the process of Ning Zhenyang's urbanization,the communication among the three municipal governments is coordinated.The work is mainly carried out through the three-city party and government associations,and lacks a normalized coordination organization,and the development planning of the same city is mainly responsible for the separate development and reform commissions of the three cities.It lacks a unified and authoritative professional planning agency;in addition,due to the provision of public services There is no interest coordination mechanism,so this paper proposes to draw on the model of the Twin Cities of Minnesota.Implementing a tax-based sharing mechanism;Jiangsu Province is one of the most economically developed provinces in China,and its social organization is also more powerful.Today,urbanization is mainly a collaboration between governments,and almost no introduction of third parties and the coordination of social forces.The provision of public services has resulted in a relatively monolithic supply of public services,and lack of competition has led to insufficient supply of public services.Therefore,the author believes that in the provision of public services in Ning Zhenyang's urbanization,it is necessary to establish a fair and just value orientation;establish a normalized coordination institution and a specialized planning institution;and establish a sound legal system in the field of public service provision;In the evaluation system of officials,the weight of public service provision assessment has been increased;the tax base reform mechanism has been introduced,and social forces have been introduced to join the supply of public service cooperation in the urbanization process of Ning Zhenyang.
