Research On The Supply Of Public Services In Rural Communities Under The Background Of New Urbanization

At present,with the implementation of the strategy of rural revitalization,the construction of new urbanization has entered a new stage.It is no longer simply to transform the nature of land from rural land to urban land,nor simply to expand the number of urban population,but to focus on the "three rural" issues in the new era,focusing on the revitalization of rural industry,talent,culture,ecology,organization and other five aspects to achieve balance Coordinated and sustainable development.In the process of new urbanization,people's demand for public services is increasing,and the requirements and standards are greatly improved.In order to narrow the development gap between urban and rural areas and enable farmers to enjoy the public services of urban residents,some local governments have explored and practiced the combination of the central village and neighboring villages,forming a "multi village and one community" rural community model,hoping to provide services to the grass-roots villagers as much as possible through integrating resources,building platforms,classifying guidance,and so on Villagers also enjoy the dividends brought by the reform and opening up,and strive to promote the modernization of rural governance.In this process,the administrative village becomes a natural village,the community becomes the entity and basic unit of rural management services,and undertakes the supply of rural public services.It is an urgent task for rural areas to realize the overall revitalization of rural areas,improve the quality of life of farmers,and improve the supporting rural community public service.We should not only improve the quantity and coverage of public service supply,but also pay attention to the quality of service,solve problems in the development,gradually narrow the gap between urban and rural public service supply,break the dual structure of urban and rural areas,and realize the equalization of service ?The new urbanization brings opportunities and challenges to the new rural community public service,which makes the supply of new rural public service more complex and urgent.In this paper,by means of literature review,field research and questionnaire survey,the supply of rural community public services is studied under the background of new urbanization,which is not only in line with the needs of the times,but also has some enlightenment for promoting the construction of new urbanization and the supply of rural community public services.This paper consists of four parts.The first part focuses on the concepts and theoretical basis of new urbanization and rural community public service,expounds the challenges and opportunities brought by new urbanization to the supply of rural community public service,and clarifies the research background.The second part takes J County as the research object,analyzes the basicsituation of rural community and the basic situation of rural community public service in J County,which lays the foundation for the later part to point out the problems,analyze the reasons and improve the measures.The third part,based on the investigation,points out the problems and causes in the current supply of rural community public services in J county.In the fourth part,through drawing on the successful experience of the advanced local governments at home and abroad,the author puts forward some targeted countermeasures for J County,which provides suggestions for further improving the public service supply of J County Rural Communities and narrowing the gap between urban and rural development.
