Research On The Public Service Supply Of Rural Community In The Context Of New Urbanization

At the background of new-type urbanization, the politics, economy, education, science, culture and hygiene of rural community have gained good development. However, compared with the public services of urban community, there are some obvious hysteresis phenomenon in public service of rural community. The supply of public service in rural communities are closely related to the survival and development of rural residents in the community, and people's demand for public service in rural communities has been increasing. Nevertheless, there has been some problems like insufficient in supply amounts of public service, the imbalance between supply and demand which has become major problems to hinder the development of rural community. Since the 16th National Congress of the Communist Party of China, our country has been formulating various policies to promote the development in rural districts. While in order to realize the comprehensive development of rural community and improve the living standards of residents in the rural community, our country should strive to develop the public service of rural community, and strive to achieve urban and rural public resources sharing and public service equalization, and solve the problems of public service supply in the rural community. Thus, our country can gradually narrow the gap between public service supply of urban community and public service supply of rural community.This thesis attempts to be in thought of public management, and use Maslow's hierarchy of needs theory and the new public service theory to analyze public service supply of rural community. This thesis takes the J community in Guiyang city as the research object, and the J community is a typical rural community of Guiyang City, in 2003, J community is divided into rural communities because of ecological conservation whose supply contents and patterns of public service are more mature than other rural communities. Based on the comprehensive understanding of supply situation in J community, this thesis analyze these problems in the processes of supply about public service in J community through field research and in-depth interviews. This thesis shows that the main causes of the problem about public service in rural community are the imbalance between supply and demand, inadequate supervision, the contents and patterns of supply not in accordance with the wishes of the residents in community, and so on. Aiming at problems of public service supply in rural community, how do we improve the contents and patterns of in rural community to meet the needs of community residents and enhance the degree of satisfaction of the rural community residents to the public service supply, which is the goal of the public service supply in the future, and the paper also puts forward some concrete countermeasures for how do we achieve this goal.
