Since the reform and opening up,China’s rapid economic development,while enjoying the material life brought by it,is bound to bring a series of grass-roots community contradictions.As a government worker who has been engaged in the work of resolving conflicts for many years at the grassroots level,he will face all kinds of conflicts between community residents every day,including those who come for legal consultation and those who come for people’s mediation.The contradiction of urban community in our country is more and more frequent,complex,sudden and group.The traditional mode that the government directly provides the service of solving the contradiction has been in short supply in the aspect of solving the contradiction.The governance ability and the modernization of the governance system that our country strives to shape also include the improvement of the ability of solving the community contradiction.The effect of the original model is no longer significant.The way to maintain social stability is to innovate the way to resolve community conflicts and reduce the occurrence of community conflicts from thesource.At present,K town in P District of Shanghai is in the process of resolving the possible and existing community conflicts in the form of government purchasing public legal services from prevention,mediation and other aspects.This form of providing targeted public legal services to citizens in the form of purchasing social resources is widely welcomed by community residents,and with its unique advantages brings K town’s conflict resolution work a new atmosphere.The most representative are the village legal advisers and social people’s mediation organizations.This paper takes the purchase of public legal services to resolve community conflicts in K Town,P District,Shanghai as an example and combines the work of the whole city with the methods of literature research and field research,investigation data and case analysis,daily summary and comparative research.On the premise of collecting the literature about the public legal service to resolve community conflicts and disputes,summarizing the existing theoretical results,and comparing with the experience and practice of other streets and towns in P district and other districts in Shanghai,this paper clarifies the disadvantages of the old government’s direct provision of conflict resolution services,that is,the limited professionalism and resolution of the administrative organs The law is old,facing the risk of Behavior Anomie and trust crisis.Analyze the advantages of government purchasing public legal services to resolve community conflicts.The author finds that the intervention of social rent with neutral color not only reduces the positive confrontation between the government and residents,reduces the cost of government work,but also brings more humanized and efficient conflict resolution services,promotes the development of non-governmental organizations,and conforms to the new public service theory.On this basis,from the three levels of government,society and market,this papersummarizes the shortcomings of the current operation process,analyzes the reasons,that is,the low degree of attention,the lack of top-level design of the whole process,the situation of "strong government,weak society" has not yet undergone fundamental changes,the lack of cultural soil for the public to participate in community governance,the market mechanism of public legal services has not yet been established and improved Lack of talents.This paper explores how to effectively resolve community conflicts by the way of government purchasing public legal services that have achieved initial results,control the generation of conflicts from the source,and solve the minor conflicts just emerging,so as to effectively maintain social stability and promote the stable development of the community,and puts forward the government’s optimization measures in purchasing public legal services to resolve community conflicts for residents: Deepening top-level design We should promote the construction of standardization,cultivate the cultural soil for social organizations and social participation in public legal services,cultivate a variety of public legal service talents,and give full play to the function of market competition mechanism and marketing means.
