To implement the rural revitalization strategy,the township grassroots government is undertaking new tasks and fulfilling new missions,while the township grassroots civil servants play an important role as locomotive,directly or indirectly affecting the implementation of the rural revitalization strategy,and affecting the level and ability of serving the grassroots people to build a better life.At present,our country’s grass-roots civil servants have a heavy task to undertake,especially affected by the epidemic,the grass-roots civil servants have generally undertaken heavy multiple tasks,and the situation of physical and mental fatigue has emerged.It is urgent to actively guide and encourage.Therefore,mature and effective salary incentive is particularly important to ensure the stability of township grass-roots civil servants and ensure the efficiency of serving the people.First of all,it elaborates the background and significance of salary incentive for grassroots civil servants,combs the relevant research at home and abroad,defines the relevant concepts of salary incentive for grassroots civil servants,and takes Maslow’s hierarchy of demand theory,dual factor theory,reinforcement theory,and equity theory as the main basis of the paper.Then,starting with the evolution of the civil servant compensation system in China,the paper analyzes the problems in the aspects of compensation level,compensation adjustment mechanism,assessment and evaluation system,and analyzes the reasons from the political,economic and cultural perspectives.Taking County D as an example,this paper analyzes the composition and tasks of grass-roots civil servants,and conducts a survey and summary analysis on the salary incentive of grass-roots civil servants in County D by means of a questionnaire survey.It is found that the salary incentive of grass-roots civil servants has played an important role in mobilizing the enthusiasm of civil servants,but there are also deficiencies such as salary fairness to be further improved,special compensation measures to be improved,and performance to be further refined.Finally,combined with the previous analysis and reference to the advantages and disadvantages of foreign salary incentives,the paper proposes suggestions on how to use big data to dynamically improve salary incentives,establish a timely salary adjustment mechanism,optimize salary incentives with system construction,and improve the relevant mechanisms of salary incentives for the overall grass-roots civil servants in China and the grass-roots civil servants in D County.
