Research On Improving The Supervision Of Sharing-Bicycle From The Perspective Of Colaborative Governance

Although the traffic roads and means of transport are developing rapidly in the modern times,they can not meet the "last kilometer" travel demand of some campuses,residential areas or commercial areas.Moreover,with the increase of vehicles,road congestion is becoming increasingly serious,which also causes great inconvenience for people to travel.Therefore,the sharing bicycle which appears in the social model of sharing economy is widely welcomed by the public.The concept of sharing bicycles was put forward by the students of Peking University in 2014 to solve the problem of inconvenient traffic on campus.It was later applied to society.The manufacturing enterprises of sharing bicycles cooperated with the government to provide bicycle sharing services for some campuses,residential areas and commercial areas.Although this new bicycle rental business not only brings great convenience for the public to travel,but also plays a role in protecting the urban environment and exercising,with the continuous development of sharing bicycles,it also brings many social problems,such as:bicycles do not park according to regulations,the public will share bicycles.Shared bicycles for their own sake,damage,and so on,to the public morality,corporate capital and co-management of shared bicycles have brought serious challenges.This paper studies how to improve the supervision of urban shared bicycles from the perspective of coordinated governance.Through understanding and studying the status and shortcomings of the development and supervision of Nanning shared bicycles,the paper finds out the reasons that restrict the supervision of Nanning shared bicycles,and divides the supervision modes of some domestic and foreign urban shared bicycles.Analysis,put forward the decision to promote the sharing of bicycles in good coordination from the perspective of good supervision.This article mainly includes four aspects.The first aspect is mainly based on the background and significance of the research on the supervision of shared bicycles,as well as the analysis of domestic and foreign research.It defines the related concepts and analyzes the theoretical basis of shared bicycles,and constructs the thinking method and foundation of the study on the supervision of shared bicycles in Nanning.The second part analyzes the development and supervision of shared bicycle Nanning.The third part mainly analyzes several modes of bike-sharing supervision in domestic and foreign cities,and then summarizes the experience and enlightenment to provide basic guarantee for the study of bike-sharing supervision in Nanning.The fourth part is mainly about the supervision measures proposed by Nanning Municipal Government,sharing bicycle enterprises,social organization and sharing bicycle users.It is beneficial to build a reasonable and effective co-ordinated supervision system,strengthen the effectiveness of Nanning's supervision on sharing bicycles,and improve the orderly development level of Nanning's sharing bicycles.
