Study On The Polycentric Governance Countermeasures Of Sharing Bicycle

In recent years,with the concept of green development is deeply rooted in the hearts of the people,the widespread popularity of smart phones and the progress of information technology,the sharing economy industry represented by sharing bicycle has been developing vigorously in China.As an efficient and convenient way to travel since 2016,sharing bicycle has brought dividends to the general public and effectively solved the "last kilometer" travel problem.At the same time,a series of problems brought about by the rapid development of sharing bicycle also test the quality of citizens,the social responsibility of enterprises and the comprehensive governance ability of the government.Based on the theory of polycentric governance in public management,this paper comprehensively and thoroughly analyses a series of problems existing in the development of sharing bicycle in China,explores the causes of the lack of governance of multi-center subjects,and seeks effective solutions from a practical point of view,in order to promote the healthy development of the sharing bicycle industry in China and the construction of urban intelligent transportation system.Firstly,on the basis of explaining the research background and significance,this paper systematically combs the research status at home and abroad.Based on the theory of polycentric governance,this paper comprehensively reviews the emergence,evolution,development trend and existing pattern of sharing bicycle in China,and points out a series of social problems brought about by sharing bicycle in the process of development,which mainly includes the occupy and waste of public resources by sharing bicycle,the impact on capital market and traditional bicycle manufacturing industry,and the safety problems caused by sharing bicycle.Secondly,the causes of the central subjects causing these problems are deeply analyzed,including the lack of government functions,the unfavorable operation and maintenance of enterprises,the low quality of services,the low quality of users and the weak enthusiasm to participate in social governance.Finally,aiming at the problems and causes in the development of sharing bicycle,this paper tries to coordinate and solve them from the perspectives of government,enterprises and users.Specifically,the government should play an active role in guiding and supervising to fill the vacancy of the government;enterprises should strengthen operation and maintenance,constantly improve service quality and efficiency;users should improve their own quality and enthusiasm to participate in governance,and pursue a harmonious win-win situation and so on,so as to provide suggestions and references for effective management of sharing bicycle and orderly operation of urban traffic.
