A Study On Governance Capability Improving Of Zhucheng City

In modern society,the government has become an important part of the ability of a country or region's competitiveness."The rule of the county,the world is safe,"County-level government serves the people directly.Improving the governance capacity of county-level governments is conducive to promoting the economic development of the county region and maintaining the social stability of the county region.Follow the trend of administrative reform and construction of service-oriented government,it is of great significance for the realization of political modernization improve the governance capacity of county-level government.On the basis of sorting out relevant domestic and foreign documents,this thesis first explains the connotation and main contents of the governance ability of county-level government.Based on the theory of government function and the theory of new public service,the thesis divides the governance ability of county government into four aspects:economic development capability,social management and service capability,cultural development and leadership capability and public service capability,and describes the achievements in economic development,social management,cultural development and public services according to relevant statistical data.However,there are still some shortcomings in the actual process of county governance,mainly in the industrial structure,investment attraction,civic political participation,legal construction,civic ideological and moral quality,regional cultural characteristics,public service supply and other aspects.This thesis selects government governance practice of Anji model and Zhenjiang Jingkou district to analyze its experience in economic development,social management,citizen political participation and cultural guidance.Through the analysis of the present situation of Zhucheng city,the author holds that we need to follow the local government's practical experience and should be based on the economic construction to enhance the county governments' governance ability in Zhucheng.We should start from five aspects:economic construction,political construction,cultural construction,social construction and ecological civilization construction,specifically to enhance the economic development capability by upgrading traditional industries,strengthening regional cooperation and emphasizing agricultural development;to enhance the government's social management capacity by strengthening grass-roots construction,broadening democratic participation and building an efficient government;to strengthen the soft power of government governance by cultivating noble humanistic ideas and developing local cultural characteristics;to enhance the government's public service capacity by increasing investment in education,strengthen social security,and attach importance to ecological environment.Based on the four dimensions of the governance capacity of county-level governments,this thesis analyzes and studies the governance capacity of various city governments by means of literature analysis,inductive analysis,case analysis and systematic analysis.In the decisive period of building a moderately prosperous society in all respects,it is of great significance to respond to the requirements of the party central committee and the general public,improve the governance capacity of county-level governments,and build a service-oriented government in an all-round way.
