the state and society.With the implementation of the second-child policy promulgated in 2016,the one-child family may face the dilemma of raising one or two children and supporting four elderly people,which increases the burden of endowment for the one-child child.Due to the special national conditions of our country,the aging situation is complicated,and the family care for the only child is also facing the dilemma of economy,psychology,medical care and life.Most of the one-child families blame the occurrence of these dilemmas as the implementation of national policies and the absence of government responsibility.If the government cannot effectively solve the problem of old-age care for the one-child family,this will inevitably affect China's social stability and development.Therefore,the government should play a leading role in turning the problem of family care for the one-child family into the responsibility of the government,clarifying the government's responsibilities,coordinating all departments under the unified organization of the government,mobilizing social and community forces,and reaching a consensus on the status of endowment for the one-child family.Therefore,we will carry out all-round support work,and we will have a legal basis,a rule to follow,and evidence-based investigation to build a long-term dynamic support system for the government.Taking Suifenhe City as an example,this paper analyzes and summarizes the particularity of the family care of the only child family through the questionnaire survey of the parents of the one-child family and the non-only-child family,and the existence of the one-child family.The main problems,through these issues clear government responsibility,explore and establish a long-term dynamic support mechanism for the endowment of single-child families,solve their pension difficulties,share the pressure of endemic children's pension,and thus improve the government's credibility.This paper mainly discusses from the following five aspects:The first part is the introduction,which mainly analyzes the research background and research significance,consults the current domestic research materials and foreign research materials and related reports,and analyzes the problem of family pension for the only child in urban areas.The status quo,the problems raised in the current situation,the research ideas,research methods and other content of this paper are introduced and the innovations and shortcomings of the research are proposed,which provides the necessary
