Study On The Capacity Building Of Ship Oil Spill Emergency Management In Caofeidian Area

The capacity building of ship oil spill emergency response is the important measure to prevent marine environment pollution from ships and reduce the risk of pollution accidents,and it is also reflecting how the government did on performing the lawful duties and managing public affairs.As a brand new port,Port Caofeidian is developed rapidly.Especially in the economic integration of Beijing-Tianj in-Hebei,the port construction scale is enormous with the quick development of coastal economy and the relocating of the factories from Beijing,the capital of China.There are also many active activities of fishing,sea-breeding,tourism and oil production,and the ships visiting Port Caofeidian are large and with various types,while the risks of serious pollution accidents and oil spill emergency are increasing.There are several problems in this aspect in Port Caofeidian as follows,firstly,there is still some room for the emergency response system to raise,secondly,the emergency crew should be associated,thirdly,the funds for emergency response should be guaranteed by the government,finally,the emergency response resources disposition should be optimized.The study of capacity building of ship oil spill emergency response of Port Caofeidian will help to enhance the capacity of ship oil spill emergency response,the capacity of administration,and the health and green development of the port.The capacity of ship oil spill emergency response of Port Caofeidian is as the object of study.Literature methodology,case study method,and quantity analysis are mainly used in the study,and the theories of the new public management,the polycentric self-governing,and the systematics are put to use in the study.The regulations and laws in this field,and the management duties of the government are also studied.The problems are summarized and the causes are analyzed in this paper.Drawing on the experience of other developed ports at home and abroad,some countermeasures and suggestions are given.Firstly,an oil spill emergency response linkage mechanism can be built in Tianjin-Hebei-Shandong-Liaoning area with a more well-rounded contingency plan.Secondly,the emergency response resources disposition can be optimized by building some joint emergency bodies in particular areas.Thirdly,an integral information system for emergency can be built by developing oil spill monitoring system and emergency management system.Fourthly,high-quality teams of professionals and non-governmental sectors are very helpful.Finally,the funds for emergency response and capacity building will be guaranteed from budgetary outlays and refund of port construction fee.
