Exploration And Analysis Of My Country's Marine Oil Spill Emergency Response Mechanism

With the development of civilized society,the pursuit of economy and efficiency is the source of mankind to promote the development of the times.A century ago,the French built the world’s first diesel boat,a civil society modern marine economy and the old industrial low productivity of the traditional maritime economic watershed.Since then,the global diesel engine began to develop rapidly,and for today’s large-scale offshore oil exploration and mining lay the foundation.When mankind enjoys the economic dividends brought about by these technological advances and the new chapter of civil history,the whole earth is also suffering from the marine oil spill.The world’s shipping industry and offshore oil exploration business in full swing when the sea oil spill accident also caused more and more attention.Economic value and scientific exploration of success can not cover up due to operational errors at sea or due to certain limitations caused by multiple accidents.Oil spills caused by marine ecological damage,economic losses and other series of vicious cycle of disasters,has been plagued by governments.At the same time,the root cause of marine oil spill prevention and management has also been a research hotspot of national research scholars.China is a developing country,whether it is economic or scientific research also need to learn from the successful experience of foreign developed countries and advanced models.At the same time,combined with China’s own actual situation,the prevention and management of marine oil spill must strengthen management.China’s maritime shipping business is booming,China’s vast sea area coming and going of the country and the rest of the world’s ships,how to develop the shipping economy at the same time,strengthen the management of these vessels,sea operations units,to develop effective preventive management measures,strict Control and avoid the occurrence of marine oil spill,is the main problem in this paper.This paper,from the above issues as the starting point,to China’s marine oil spillemergency mechanism as the research object,summed up the domestic and international maritime oil spill response to experience and emergency measures,focusing on analysis of 2011 Bohai Kangfei oil spill emergency management mechanism case,to explore China’s offshore oil spill Disaster emergency mechanism of the existing problems and causes,the initial establishment of a new maritime oil spill emergency management mechanism.The main contents of this paper are as follows:First,this paper describes and summarizes the main theories of the emergency management mechanism,and describes and explains the basic concepts and characteristics of the emergency management mechanism.Second,this paper summarizes the situation of oil spill in China in recent decades,combs the characteristics and causes of oil spill in China,analyzes the main emergency management mechanism of offshore oil pollution such as offshore oil spill,such as offshore oil spill early warning mechanism,Response processing mechanism,recovery and reconstruction mechanism.Thirdly,this paper analyzes the problems and causes of contingency management mechanism in China’s economy from the aspects of economic development,ideology,system regulation and emergency system,and so on.TheFourthly,through the analysis of Bohai Kangfei oil spill and the summary of advanced management mechanism at home and abroad,we will build a new marine oil spill emergency by strengthening economic construction,crisis culture construction,safeguard system construction,emergency management law and plan system construction Management mechanism.
