Jinzhou City Linghedistrict Urban Community Grids Management Construction Situation Countermeasures Research

With the acceleration of the urbanization process and the popularization of the Internet in government management,the urban community grid management model has become the new trend of government grass-roots management.Urban community grid management model has seen rapid development in better developed area of China,where institutional mechanisms become increasingly mature,hardware and software construction is improving and residents are better educated,greatly promoted the level of social management locally.However,the outcome shows a different picture in the areas where economic developments are lagged behind;application of urban community grid management is still facing many challenges and is struggling at is initial development stage,undermining social development and public benefits.Linghe District,Jinzhou City,located in western Liaoning,belongs to the region with tardy economic development,thus has the common problems of the implementation of urban community grid management with several typical regional problems.In this paper,a variety of research methods are used to analyze the factors that undermine effectiveness of urban community grid management in Linghe district under the guidance of relevant theories,with some corresponding countermeasures and suggestions.The main contents of this paper are as follows:First and second chapter summarized the background,objectives,literature reviews and research methods,presenting the basic theories,development stage,contents and channels about urban grid management model.As the key chapter of this study,the third chapter summarized the challenges of application of urban community grid management in Linghe District,by survey and literature analysis methods.It is found that there are several issues curbs the effectiveness grid management model,including the wide gap between theory and reality,low utilization rate,lack of the professional civil servants,and little residents' participation rate in such management model.These issues have led grid management model badly implemented in reality,due to defective management mechanism and theory,]ack of reform of administrative management,short of training to civil servant and lack of incentives for resident to involve.The paper proposed,to improve the effectiveness of grid management model,government needs to consolidate the scientific mechanism;expand management contents;improve long-term effective mechanism;intensify professional competence of grid management;and establish resident incentive,supervision and regular assessment system.The paper concludes that the development of urban community grid management model in Linghe district is irresistible in the acceleration the urban development in western Liaoning.But some problems also need attention,so that can be gradually resolved in future.It is clear that this study provides some enlightenments and experiences to similar areas in western Liaoning that is undergoing similar urban community grid management development process.
