Shandong Province Community Home Care Service Grid Management Research

With the aging of the population in Shandong becoming more and more severe,the elderly population's demand for old-age service resources is increasing,while the existing old-age service resources allocation is highly discredited and can't satisfy the needs of the elderly.This article is based on the new public service theory,the polycentric governance theory,the grid management theory and the Barzel's property rights theory from the perspective of the supply and demand of community home care services resources grid configuration.After sorting out,it was found that in the allocation of old-age service resources in Shandong Province,there is a discrepancy in the distribution of old-age care service providers,dispersal of old-age care services,discrepancies in old-age care service information,and the elderly have low satisfaction with the allocation of physical resources and the elderly are less satisfied with the allocation of human resources and other issues.The reason is that in the traditional “vertical-closed” bureaucratic management structure,the government's excessive control over the community home care services resources limits the freedom of other old-age care service providers such as communities,markets and social organizations,leading to the government,community,market and social organizations such as community home care service providers have the fuzzy boundaries.This is not only not conducive to optimizing the property rights structure of community home care services resources,but also fails to establish the conditions of property rights of community home care services resources,including cost-benefit constraints,non-market constraints,and mandatory exclusive constraints.As a result,the community home care services resources property right structure and property right constraints cannot be according to the community home care services resources and changeable objective conditions for benign interactive modification inspection,not according to the community home care services resources distribution pattern,characteristics and distribution characteristics of the community elderly group refinement of community home care services resources in the configuration.The community grid management system currently underway provides a “flat-open” public rights framework that can overcome the many shortcomings of the traditional bureaucratic system and clarify the rights and responsibilities of the various old-age care service providers in the provision of community home care services,establish effective community home care services resources property right incentive and constraint mechanism,moderate defines community home care services resources property rights,and optimizing the resources distribution of community home care services resources pattern increase quality of old age service.At the same time,through field research and interviews,this article has learned that although community grid management has problems such as non-standard community grids,the elderly not only have a certain understanding of community grid management but also are satisfied with the overall effectiveness of grid management.This laid the foundation for the smooth development of grid management of community home care services.Based on the community grid management,this paper makes full use of modern information technology and proposes to build a demand-oriented grid management system for community home care services from the aspects of grid management architecture,operation mechanism,organization system,and service flow.It also proposes to divide the grid from science,give play to its main functions;To build a grid management work platform for the community home care services to achieve resource integration;Strengthen information platform construction,strengthen information sharing;Improve the supervision system to ensure the effectiveness of work;Enhance the enthusiasm of the elderly to participate in the grid management of the community home care service;Create a professional community home care service grid management team and other aspects to ensure the smooth implementation of the community home care service grid management.
