Study On The Participation Of Multiple Subjects In Urban Community Governance

Urban community is one of the most basic urban units.The governance capacity and level of urban community are directly related to the modernization process of national governance system and governance capacity,and it is an important field of national governance.With the change of the principal contradiction in Chinese society,the people have put forward higher requirements for the community governance closely related to their lives.The single community governance model has been unable to meet the new requirements of community governance in the new era,and more and more disadvantages have gradually emerged.At the same time,urban communities also began to explore new governance models.Many places tried to introduce more subjects to participate in community governance,which achieved good results and made up for the shortcomings in community governance.In view of the practical problems existing in the urban community governance,based on the theory of governance and the new public service theory,USES the literature material method,comparative method and interview method,with zouping city H community as an example,the multiple main body participation in urban community governance subject study,analyzes the challenges faced by the current urban community governance,the introduction of the evolution process of the H community governance.H were introduced in detail in the community through the "government intervention,establishing the owners’ autonomy,inhibiting property rights",set up the owners’ congress,change "and expenditure" property management mode for the "reward system",set up to as the leadership,led by the party and the party committees and governments in a grid as the backing,property management companies,owners’ committee and the participation of social organizations,the governance structure.Based on the study of H community,this paper finds out the problems existing in the participation of multiple subjects in urban community governance,analyzes the reasons for these problems,and puts forward the optimization strategies that can help The participation of multiple subjects in The urban community governance of H community in Zouping city and similar areas.The study found that the governance model with multiple subject participation can effectively improve the level of urban community governance,but there are still some problems such as the serious tendency of community governance administration,the unsatisfactory role of social organizations,and the insufficient ability of community autonomy.The main causes of the problems are unclear administrative powers and responsibilities of the government,unclear functional boundaries,lack of development ability of social organizations involved in community governance,lack of initiative of community autonomy subject participation,and imperfect construction of autonomous system.On this basis,this paper puts forward the to bring into full play the leading role of party construction in community governance,clarify the government’s power line,widen the channel of the multiple main body participation in community governance,promote multiple main body participation in community governance service ability,social good faith system construction content should be brought into the community governance in five aspects such as the solution.
