Research On Polycentric Governance Of B Community In Changsha County

The polycentric governance of community is a new pattern of community governance,is a performance for the community subjects of cooperative governance.In the process,each subjects cooperate and help mutually,gradually strengthen the trust of each other.And by developing rules,governance network forms.which helps the sustained accumulation of social capital and the environment for promotion of the polycentric governance of community.This kind of benign circulation becomes the key to the citizen society development as the community autonomous catalyst.Under the condition of the socialism market economy and in the background of reform and opening up,the polycentric governance of urban community in our country is carried out,is the the integration, linkage and cooperation among government forces, market forces and social forces,makes the main advantages from subjects complete each other.Although,in practice,there are some deficiencies in the polycentric governance of urban centers in China,but it has gradually get people’s attention,and get inspection and development through the community governance practice, and get the inspection and development.This paper takes urban community as the object,from the perspective of polycentric governance,based on the analysis of polycentric governance elements in urban community,analyze the subjects of polycentric governance in urban community,including the community party organization, the grass-roots government,community self-government organization, community nonprofit organization,community unit and resident, there are two forms of organization existed, which called self-organization and other-organization,through interaction, collaboration and competition,finally turn to a polycentric, multivariate subject and horizontal flat network governance structure.This paper mainly introduces the polycentric governance of B community in Changsha County, introduces the polycentric governance pattern and its effect which called government led, community autonomy,civic participation,but there are some problems in its polycentric governance,mainly embodied in the community participation of the community is not enough, the role of the non-profit organization in the community of is not strong, the community management funds is insufficient.For these reasons,this paper analyzes the reasons from the differences of interest demands, the community management system and the community operation mechanism.Based on the actual situation of B community,fromthe perspective of polycentric governance, proposed the countermeasures and suggestions for improving the polycentric governance of B community in Changsha County,including the cultivation of community polycentric governance, straighten out the community multi center governance system, optimize the community polycentric governance mechanism.
