Study On The Problems And Countermeasures In The Model Of "The Interaction Among The Community,Social Organization,Social Workers And Community Volunteer" In The Community Governance

With the continuous transformation and development of the social system,people's economic level is constantly improving,living conditions are getting much better than before,and at the same time people are gradually paying attention to the needs of the spiritual level.In order to meet the more and more abundant needs of people,the governance model of grass-roots society is also constantly developing in practice,gradually changing from the original unit management model to the current community governance model."The interaction among the community,social organization,social workers and community volunteer" which takes community as service platform,social workers as professional support,social organizations and community volunteers to participate in community governance is an innovative exploration of community governance to meet the current social needs.This model of community governance can better integrate social resources,constantly expand the situation of social participation in community governance,and enhance community residents' sense of belonging and identity to the community.Through the exploration of innovative community governance of "the interaction among the community,social organization,social workers and community volunteer",we will vigorously improve the level of community governance,promote the construction and development of the community while meeting the diversified needs of the residents,and improve the effectiveness of community governance.This paper takes the work practice of "the interaction among the community,social organization,social workers and community volunteer" in D Street of Xi'an as an example to study the problems and countermeasures of this model of community governance.Firstly,starting with the basic situation of 19 communities in D Street of Xi'an City,this paper summarizes the specific practices and achievements of promoting the "four cooperatives linkage" mode in D Street.Secondly,based on the practice of D Street "the interaction among the community,social organization,social workers and community volunteer" participating in community governance,this paper analyses some problems and shortcomings in the operation of this model of community governance,such as the insufficiency of the main body of "Four Societies" linkages,the insufficiency of the main body's ability and the imperfection of incentive measures,which make this model of community governance fail to achieve the best results in participating in community governance.Finally,in view of these problems and shortcomings,this paper tries to put forward some possible countermeasures,such as improving the system of this model;introducing policies to guide the development of social organizations;strengthening the capacity-building of community and social organizations;and fostering residents' awareness of participation.
