Research On Optimizing Project Management Of Large And Medium-sized Reservoir Migration Follow-up Support In Fujian Province

In recent years,with the increasing scale of funding in Chinese reservoir areas,the follow-up support of large and medium-sized reservoir resettlement areas has been enhanced.There have been various follow-up support projects at the late stage for immigrants in reservoir areas.However,the management for the follow-up support projects has also become more and more difficult.Therefore,improving and optimizing the management of the projects is a very urgent work,so as to guide the practices more efficiently.This paper summarizes the periodic achievements of large and medium-sized reservoir resettlement follow-up support project at the late stage in Fujian Province during the last decade.Great progress includes improving living standard,attaining higher satisfaction and ensuring all-in harmony through improving infrastructure construction completely,building beautiful homes energetically,developing cultural undertakings vigorously,and promoting production development steadily.However,there are still some problems existing in the implementation process of the help and support project at the late stage,such as the ineffective resettlement,the poor living environment,the unscheduled project implementation,the unstable engineering quality of some projects,the limited abilities of the street-level bureaucracy,etc.This paper is based on fulfilling the policy goals of the large and medium-sized reservoirs resettlement follow-up support project at the late stage.According to the project management theory,the improving methods are raised,which contain continuing to promote production development,to offer employment and entrepreneurship assistance,to implement the beautiful reservoir area strategy,to strengthen project management,to improve project construction quality,and to enhance training,etc.As a result,it is hoped that the large and medium-sized reservoir resettlement follow-up support project in Fujian Province could be optimized.Plus,the living standard in the reservoir area could be strengthened,and the sense of gaining for people could be higher.
