Research On Government Governance Of Farmers' Specialized Cooperatives In Haikou City

Since the promulgation of the Regulations on Farmers' Specialized Cooperatives in Hainan Special Economic Zone in 2012,the number of farmers' specialized cooperatives in Haikou City has witnessed rapid development and blowout growth,benefiting from favorable policies.In this process,on the one hand,farmers' specialized cooperatives have played an important role in the promotion of agriculture in Haikou City.Their importance is increasing,and the dependence of agricultural development on cooperatives is increasing.On the other hand,from the overall development of farmers' specialized cooperatives,the development of farmers' professional cooperatives in Haikou City is still in its infancy.Compared with developed areas at home and abroad,the development of farmers'specialized cooperatives in Haikou City is obviously lagging behind.The shortcomings of mechanism,policy,profitability,internal and external management have seriously restricted the development of farmers' specialized cooperatives in Haikou City and Improving the comprehensive competitiveness of farmers' specialized cooperatives in Haikou City has become an urgent task.Influenced by the coexistence of profitability and mutual aid of farmers' specialized cooperatives,it has obvious effect to enhance the competitiveness of farmers' specialized cooperatives by strengthening the support and regulation of farmers' specialized cooperatives at the level of government governance compared with other economic entities.Based on the theory of government governance and other related theories,this paper preliminarily constructs the government governance framework offarmers' specialized cooperatives.Taking Haikou farmers' specialized cooperatives as the research object,this paper profoundly reveals the problems existing in the two levels of government governance of Haikou farmers' specialized cooperatives and farmers' specialized cooperatives,and grasps the demand of Haikou farmers' specialized cooperatives for government governance policies through field surveys such as questionnaires,which lays a good foundation for putting forward targeted countermeasures and suggestions.This paper puts forward policy suggestions on the governance of farmers' specialized cooperatives in Haikou City,It fully draws lessons from the governance experience of farmers' specialized cooperatives in developed countries such as Europe,America and Japan.The government governance of farmers' specialized cooperatives in developed countries such as Europe,America and Japan has a very good enlightenment for Haikou City.On the basis of collecting,sorting out and analyzing a large amount of materials in the earlier period,this paper finally puts forward five government governance policy suggestions for Haikou City,including defining the position of government responsibility,perfecting the mechanism of fund and tax administration,perfecting the mechanism of land environmental protection administration,constructing the mechanism of government governance of cooperative financing,and constructing the mechanism of government governance of market talents,and hope to bring a certain reference for the government governance of farmers' specialized cooperatives in haikou and even cities and counties of Hainan.
