Research On Classified Management Of Procuratorial Personnel Under The System Of Judicial Responsibility

As a legal supervision organ,procuratorial organs have a unique position in China In July 2016,a new round of judicial system reform officially began in the whole country,and personnel classification management is an extremely important part of it.Before the reform of personnel classification management in procuratorial organs,personnel management has been managed by administrative ranks.The administrative color is too strong and the judicial attribute is vague,which not only seriously affects the exercise of legal supervision function,but also affects the realization of judicial justice.The purpose of this reform is to continuously strengthen the judicial attributes of procuratorial organs,gradually weaken the original administrative color,ensure that procuratorial organs independently exercise procuratorial power according to law,so as to build a more scientific and efficient operation mechanism of procuratorial power,and promote the professionalization and professionalization of the procuratorial team.On the basis of literature research and empirical analysis,this paper combines theory with practice,adopts the perspective of holistic analysis,uses the methods of literature research,comparative analysis and case study,takes the reform practice of personnel classification management of procuratorial organs in Hainan Province as the research object and centers on the"necessity of reform","interpretation of reform status quo" and "extraterritorial procuratorial machine" of personnel classification management of procuratorial organs.This paper tries to put forward some countermeasures and suggestions to improve the classification management system of procuratorial organs by analyzing the four levels of classification management of customs officers and "how to improve the next step",and combining with some problems that have arisen or may arise in the reform of classification management of procuratorial organs.
