A Study On The Evolution Of CPC's Procedure Of Party Member Recruitment

The Party member recruitment is a regular and important work of Party construction,and also one of the main contents of Party member construction.The procedure of Party member recruitment(hereinafter referred to as "PPMR")is a standard process to accept Party members and a basic way to realize the institutionalization and standardization of Party member recruitment.In the past hundred years,the Communist Party of China has emancipated the mind,sought truth from facts and kept pace with the times in accordance with the changes of its position and historical tasks,and summed up new methods for the PPMR in the practice of Party construction.After several supplements,amendments and adjustments,the PPMR has finally formed a unified and standardized pattern.The text follows the clue of time evolution and consists of five chapters.Chapter? and Chapter ? are separated by different impetus of the procedure evolution of Party member recruitment which is influenced by the Communist International or spontaneously developed by the CPC.Chapter ? and Chapter ? are separated by the changes in the scope of application of the PPMR after the founding of the People's Republic,namely,the local separatist party or the ruling party of the country.Chapter? and Chapter ? are separated by the realistic functions of the PPMR,that is,whether is the historical evolution or the current one.Chapter V summarizes five characteristics and implications of the evolution of the PPMR.Chapter ? introduces the process that CPC explored the PPMR under the influence of the Communist International(1921-1935).The Party Platform of the First National Congress initially stipulated the PPMR,which actually resulted from imitating the Constitution of the Russian Communist Party.In fact,The PPMR has been affected by Communist International during this period,it has undergone a change from being conservative to liberal,and finally has formed the provisions adapting to the cause of revolution in the Six Party Constitution.Chapter ? introduces the process of CPC's independent exploration of the PPMR in accordance with the situation of revolution and war(1935-1949).The Resolution on the Large-scale Party Members Recruitment unified the PPMR during the Anti-Japanese War and attached great importance to pre-Party education.The Party Constitution of the Seventh National Congress marks the peak of the PPMR during the revolutionary period.Mao Zedong Thought for the first time became the guiding ideology of the PPMR,which has been taking effect throughout the war of liberation.Chapter ? introduces the efforts and difficulties that the CPC has taken and met(1949-1976)in promoting the standardization of the PPMR after founding the Party in public.The Party began to make a profound reflection and summarize the experience and lessons about the PPMR during the revolutionary period,striving to establish unified and standardized standards throughout the country.The First National Organizational Working Conference and the Eighth National Congress Constitution had made good achievements in this direction.Unfortunately,the "Left" deviation within the Party interrupted the process of standardizing the PPMR,and this destruction was reflected in the Ninth and Ten Party Constitutions to the extreme.Chapter ? introduces the evolution of the current PPMR(1976-).The Party Constitution of the Eleventh National Congress tried to set things right in the field of the PPMR.But this attempt is not thorough but just a simple imitation of the Eighth Party Constitution.After the Third Plenary Session of the Eleventh Central Committee,the Party's ideology has been emancipated.Innovations in the field of PPMR are mainly reflected in the Party Constitution of the Twelfth National Congress and related guidance books.The PPMR has been standardized to the greatest extent,and its main provisions have been inherited up to now.Chapter ? summarizes the main characteristics of the evolution of the CPC's PPMR as followings:The PPMR represents the interactive relationship between Party organizations and applicants;The PPMR revolves according to the Party's political tasks;The PPMR has been gradually standardized on the basis of Party Constitution firom frequent changes in experience;The PPMR has changed from favoring the number of Party members to emphasizing the quality of them.;The CPC accepts people from different classes by adjusting the PPMR.At the same time,this paper analyzes the implications of the PPMR today.
