The civil servant recruitment examination procedure plays a very important role in recruiting civil servants. The examination may not only influence the selection of the civil servants and the efficiency of the government, but also influence the public image of the government. For any country, it is very necessary to analyze the setting of civil servant recruitment examination procedure. Compared with other countries, our country establishes the system of civil servants in recent years, and it still has a lot to improve despite of the achievements it has already made. Therefore, it is extremely important to make corresponding improvement and innovation of the examination procedure on the basis of the experience of other countries.This paper aims to find out the perfect method of establishing the civil servant examination through the analysis and study of the civil servant recruitment procedure in Japan. Based on such research purpose, this paper first elaborate on the definition of Japanese civil servants and other related concepts so as to narrow down the research scope which also lays a solid theoretical foundation for the following analysis. Secondly, this paper sorts out the history of the civil servant recruitment examination in Japan from its sprout during the second world war to the formal establishment of the modern civil servant recruitment examination. Besides, it also analyze the characteristics and challenges of the examination in different stages. Japan adopted the new recruitment examination procedure in 2012 because of the influence of the deficiency of the old civil servant recruitment examination procedure. Then, this paper analyzes the factors that may influence the elements of the civil servant recruitment examination procedure in Chapter Three and elaborate on the current procedure establishment of the civil servant recruitment examination in Japan, the superiority of the procedure establishment, characteristics of the procedure and the challenges. Finally, this paper proposes several suggestions in order to perfect the system of civil servant recruitment examination in our country from the analysis of the experience of Japanese civil servant recruitment examination and the problems existed in Chinese civil servant recruitment procedure. I expect that this passage not only enriched thecorrelation theories also can give us new inspiration about the work in the recruitment examination for civil servant.
