Study On Rural Grassroots Organizations Construction In Kum Erik Precinct,Awat County

The Xinjiang Uygur Autonomous Region located in the northwest border of China,with a vast territory and a long border with Russia,Mongolia,Kazakhstan,and Afghanistan.Due to its special geographical,historical,and cultural environment,as well as the existence of the three forces,Xinjiang grassroots instability and weak foundation.The problems of Xinjiang's development and stability are mainly at the grassroots,especially in the rural grassroots organizations in southern Xinjiang.The comprehensive deepening of reform in the new period,the Xinjiang minority area of the building of grassroots organizations research is limited.Especially reflect the new features and new problems about transformation of the rural grassroots organizations construction in southern Xinjiang.This study from the perspective of public administration,the investigation and study of the new period in grassroots organizations of Kum Erik,Awat County.This paper selects Kum Erik of Awat County as the research area.Kum Erik has 4 villages,including Ustunki KumErik,Sokman,Towanki Kum Erik,Kum Hoyla.There are many problems,such as the members of leading group are not aware of their sense of responsibility and service,the operation is not standard and the implementation of the system is not in place.And it is difficult for rural mass organizations and the farmers' professional cooperatives.Grassroots organizations are lack worthy successors,and supervision is not good.These problems are typical and representative in the construction of rural grassroots organizations in southern Xinjiang.According to existing problems and causes analysis about grassroots construction in Kum Erik,Awat County,propose the following suggestions.(1)To strengthen the construction of grassroots Party organizations in rural areas,improve the ability of Party members to perform their duties,change the traditional working model,and improve the executive power of the system.(2)Strengthen the construction of mass autonomous organizations at the grassroots level in rural areas,improve the quality of village cadres,change the governance mode of county and town governments,and actively promote the autonomy of villagers.(3)Strengthen the construction of rural grassroots mass organizations,improve the comprehensive quality of the Party branch cadres,and strengthen the guidance of the Party branch of the village,promoting the status of women,and giving full play to the advantages of women' congresses.(4)Strengthen the construction of farmers' professional cooperatives,attract large producers to join,and improve the rules and regulations.(5)To improve the present situation about lacking worthy successors of grassroots organizations,and vigorously develop the rural organization reserve personnel.(6)Strengthen the supervision of rural level organizations,improve the supervision system of rural organizations,and establish a scientific and rational supervision model.
