Research On The Predicament And Countermeasures Of Public Services Supply Of Community Social Organizations In Beijing

Since the reform and opening up,under the background of the continuous deepening of administrative reform and the unprecedented expansion of social public space,As one of the important objects in purchasing public services,While providing public services in the community to meet the needs of the people,community social organizations also face a series of practical difficulties.The article takes the point A of Y Center in Beijing as an example via literature analysis method,participatory observation method,structured interview method,etc.,Supported by embedded theory.On the basis of introducing the current situation of the organization and project operation,the paper analyzes the practical difficulties in depth: non-community of service objects,inefficiency of resource utilization,distorted service process,performance-oriented in service process,and alienation of service providers.What factors bring about dilemmas are as follows,“chaos in overall planning and coordination,missing embedded path ” at the macro level;“original disadvantages are prominent with low comprehensive influence” “little overlap in tasks between exogenous social organizations and neighborhood committee,and it is difficult to integrate interests” at the middle level;“Social workers’ greater mobility because of cognitive disembedding” “limited embedded resources and weak cooperation foundation” at the micro level;From direct and indirect levels about unity social organizations embed into community neighborhood committees,the breakthrough path is proposed from the five aspects of resources,interests,technology,cognition and structure.
