The Research On Process Management Of Government Procurement For Liao Ning Province

With the continuous deepening reform of the government,the effectiveness and rationality of the government procurement process have received more and more attention from the society.Therefore,the management process of the procurement process of the Liaoning Provincial Government has also been put on the agenda of discussion.In order to improve the efficiency of government procurement and optimize the management process,this paper studies the procurement process management of the Liaoning Provincial Government.This paper studies and collates relevant theories and experiences,and combines the status quo of Liaoning provincial government procurement process management issues,using literature analysis and interviews as research methods,specifically discussing the defects and deficiencies in government procurement process management,and analyzing the reasons.,give countermeasures.Firstly,it introduces the basis of this paper,sorts out the research situation of government procurement process management at home and abroad,expounds the research ideas and research methods of this paper,and points out the innovation of the research.Secondly,it explains the relevant theoretical basis of government procurement process management.Based on the existing theory,it expounds the connotation of government procurement,government procurement process management,big data technology,and related theoretical basis: new public management theory,system management theory.Then,combined with the actual situation of Liaoning Province,the government procurement process management issues are investigated,and the literature data is used to find out that there are insufficient implementation of the access process in the procurement process,the construction of the expert resource pool is imperfect,and the use of information technology is lagging.The reason for the analysis is that the policy implementation is not in place,the resources are not effectively integrated,the government does not pay enough attention,and the supervision system is not perfect.Finally,the suggestions and countermeasures for the management process of the procurement process of the Liaoning Provincial Government are given.The government should pay attention to the interests of small and medium-sized enterprises,strengthen the construction of expert resource pools,integrate the government procurement platform,and deepen the measures of process management reform based on information technology.
