Research On Horizontal Intergovernmental Cooperation Of Local Governments In Liaoning Coastal Economic Belt Construction

With the continuous acceleration of China's regional economic integration process and the continuous improvement of urbanization level,the horizontal intergovernmental cooperation between local governments in Liaoning coastal economic zone has become more and more close.Intergovernmental cooperation is mainly divided into two types: vertical intergovernmental cooperation,horizontal intergovernmental cooperation Vertical intergovernmental cooperation refers to intergovernmental cooperation with superior-subordinate relationship.Horizontal intergovernmental cooperation refers to the cooperation between governments at the same level.The purpose of this paper is to discuss horizontal inter-governmental cooperation,which is mainly guided by the theories of cooperative governance and inter-governmental relations.By using the methods of literature induction and experience summary.This paper first defines the concepts of Liaoning coastal economic zone,local government horizontal inter-governmental cooperation and Liaoning coastal economic zone local government horizontal inter-governmental cooperation,so as to carry out the research on local government horizontal inter-governmental cooperation in the construction of Liaoning coastal economic zone.According to the in-depth analysis of the research background,significance and current situation of the horizontal intergovernmental cooperation of local governments in the construction of Liaoning coastal economic belt,the significance of the horizontal intergovernmental cooperation of local governments is summarized.Based on the comparative study of the development status and cooperation contents of regional intergovernmental cooperation at home and abroad,it is concluded that the problems of intergovernmental coorperation arising from the construction of Liaoning coastal economic belt mainly include insufficient internal motivation of the main body of horizontal intergovernmental cooperation in the region,imperfect contents of horizontal intergovernmental cooperation,single cooperation mode of horizontal intergovernmental cooperation and insufficient funds for horizontal intergovernmental cooperation.In view of the problems that have arisen,it is analyzed that the main causes leading to these problems are the limitations of backward concepts,imperfect horizontal intergovernmental cooperation organization system and cooperation system,lack of perfect institutional environment for horizontal intergovernmental cooperation,and imperfect horizontal intergovernmental cooperation mechanism.On the basis of learning from the experience of U.S.regional local governments' horizontal intergovernmental cooperation and the experience of China's Pan-Pearl River Delta regional local governments' horizontal intergovernmental cooperation,this paper summarizes the enlightenment of domestic and foreign local governments' horizontal intergovernmental cooperation to Liaoning coastal economic zone regional local governments' horizontal intergovernmental cooperation,and thus concludes the countermeasures to improve the level of Liaoning coastal economic zone regional local governments' horizontal intergovernmental cooperation are as follows: first,establish a scientific concept of intergovernmental cooperation.Including the establishment of a win-win concept,multi-governance concept and the concept of intergovernmental trust.Secondly,we should establish a perfect horizontal intergovernmental cooperation organization and system.Including the establishment of an effective horizontal intergovernmental cooperation organization,the active cultivation of social organizations,the establishment of a horizontal intergovernmental cooperation governance system and the reform of GDP-only official performance evaluation standards.Third,strengthen the construction of the legal and regulatory system for horizontal intergovernmental cooperation.Including actively promoting the legal construction in the field of horizontal intergovernmental cooperation and improving the cooperation rules of horizontal intergovernmental cooperation.Fourth,build a long-term horizontal intergovernmental cooperation and coordination mechanism.Including the establishment of benefit sharing mechanism,benefit compensation mechanism and information communication mechanism.So as to provide sufficient power for the overall development of Liaoning coastal economic zone.
