Flexible working system is proposed by German economists in the 1960 s to solve traffic jams.With the development of social economy,flexible working system has been paid more attention and applied in various industries.The construction of administrative efficiency is an organic combination of various elements of management,especially human factors,to promote the innovation of high-level management behavior.In modern society,administrative efficiency is not only an important measure of a country's political modernization,but also an important indicator of a country's competitiveness.With the transformation of government functions,the reform of administrative examination and approval system and the advancement of tax informationization,the number of service items needed to be provided by the window of tax service office is increasing day by day,the number of service items is increasing rapidly,and the service requirements are also improving,while the number and personnel of the existing window of tax service office are relatively fixed.If we do not adopt a scientific method to set the number of windows and equip the corresponding personnel,only give full play to the current service ability and performance of the window staff in the tax service office,the waiting time of taxpayers will increase in the peak period of the flow of people in the tax service office,the service efficiency will be discounted,and the satisfaction of taxpayers will be reduced accordingly;the low period of the flow of people in the tax service office will be reduced accordingly;and the low period of the flow of people in the Tax Service Office The window service resources are idle and wasted.From the point of view of management and service demand,the core problem to be solved urgently is to set up reasonable windows and appropriate staffing according to the needs of taxpayers.This research is based on the above background situation to choose the tax service office to carry out empirical research.On the basis of systematic analysis of various factors that restrict the reasonable number of windows and flexible scheduling of staff,the paper scientifically applies queuing theory and integer programming theory,adopts face-to-face interviews,questionnaires,data analysis and other forms to implement flexible work system for tax service office.The results show that the waiting time of taxpayers is effectively controlled,the number of windows open dynamically is the least,the staff of tax service office are restored physically,their emotions are alleviated,their psychological pressure is reduced,the total working time of the staff window is the shortest,the overall performance of the window work is greatly improved,and the administrative efficiency is effectively improved.
