Study On The Prevention And Control Of Corruption Among Village Officials

After strict rectification since the 18 th National Congress,corruption has been effectively curbed,However,corruption in rural areas is still prone to occur,affecting the credibility of the party committee and the vital interests of the masses.The central topic of this thesis is that through the investigation and research on the corruption of the cadres in Z villages in X district and the corruption practice of the village cadres in the district and township party committees,on the basis of fully collecting the basic data of research and judgment,summarizing the corruption prevention of village cadres The practice and experience,analyze the problems and causes of the corruption prevention and control of village cadres,and construct countermeasures and suggestions for improving the corruption prevention and control of village cadres..Based on the full interview with the cadres of the L District Disciplinary Committee and the relevant work reports,this paper summarizes the main practices of the prevention and control of village official from the institutional and practical aspects of corruption prevention.The first is to improve the qualification examination system for village-level organizations;the second is to improve the relevant system of village-level management;the third is to build a "big letters and visits" system;the fourth is to innovate the management and education of village official;the fifth is to carry out rural grass-roots style inspections.Sixth is to carry out special supervision and inspection in the field of poverty alleviation.The experience gained by the district in the prevention of village cadre corruption is also worth learning from.Through the research,the author finds that there are still some problems in the prevention and control of corruption in the village official.For example,the party committee has implemented the comprehensive and strict management of the party's main responsibility,and the phenomenon of declining at different levels is more obvious;the disciplinary committee's supervision and accountability is loose and soft.There was no strong shock;the performance of relevant functional departments was not in place;the implementation of village-level management rules and regulations was not in place;the party committee government was weak in supervising the main cadres of the village.In view of the above problems,on the basis of studying relevant literature books and full interviews,the author tries to compact the subject responsibility and theresponsibility of one post;to form a strong shock to punish corruption;to strengthen the supervision and control of village official;Create an atmosphere of integrity and other four aspects propose countermeasures.The corruption prevention and control of village official is a systematic project with the party committee and government as the main body,the discipline inspection and supervision organs as the main implementers,functional departments and all walks of life.In the process of prevention and control,we need to constantly adjust policies and enrich measures to cope with emerging problems according to actual conditions.This is a spiraling process,and this is also the attraction that attracts my research.
