Study On Government Functions In Rural Tourism Development In Luoping County

China's rural tourism started in the 1980 s and developed rapidly after entering the new century.It has set off a nationwide upsurge of development,which has played a positive role in promoting rural economic growth,improving farmers' living standards and realizing rural revitalization.However,due to the short development time of rural tourism in China,problems such as blind development,waste of resources and ecological destruction inevitably arise in the process of rapid development,which to some extent restricts the healthy and sustainable development of rural tourism.This requires the use of the government's "tangible hand" to rationally allocate rural tourism resources,in which the county government,as the most basic political unit in China,is the link between urban and rural areas,and plays an extremely important role in guiding,managing and supervising the development of rural tourism in the county.Based on this,from the perspective of county government,this paper explores the functions of county government in rural tourism development under the market economy environment,in order to improve the functions of county government and promote the development of County Rural tourism.This paper takes Luoping County as a case study point.Through on-the-spot visits,questionnaires and network inquiries,we can understand the performance of government functions in Luoping County.For example,we should strengthen law enforcement at the level of political functions,maintain social order,give policy support and construct tourism projects at the level of economic functions.Market supervision,improvement of local infrastructure in fulfilling social functions,holding national rape flower festival in fulfilling cultural functions,paying attention to brand marketing,and implementing the strategy of "ecological county" in fulfilling ecological functions.However,combined with the results of field research,it is found that there are still some problems in the process of promoting rural tourism development in Luoping County,such as imperfect tourism planning,inadequateinvestment policies,single tourism industry structure,lack of rural tourism talents supply,weak public service facilities,and so on,which lead to these problems.The main reason is the improper behavior of absence,dislocation and offside when the government performs its functions.On this basis,the paper puts forward the functions of Luoping county government in rural tourism development,such as adjusting the basic function allocation in the new period,strengthening regional cooperation in political functions,establishing tourism crisis management mechanism,scientific planning in economic functions,rational development of products,and increasing policy support.In terms of social functions,we should strengthen the construction of infrastructure and related supporting facilities.In terms of cultural functions,we should strengthen brand building,strengthen marketing ability,and build a team of rural tourism talents.In the existing research on the functions of county-level government in rural tourism development,domestic scholars basically adopt literature analysis and case analysis.Taking Luoping County as an example,this paper specially introduces field research method,which is an innovation of this paper.At the same time,combined with the field survey data analysis,Luoping County Government's function performance in rural tourism development can reflect the reality of the actual situation to the greatest extent,thus enhancing the operability of functional improvement countermeasures,promoting rural tourism development in Luoping County,driving farmers out of poverty,becoming rich and protecting and developing minority people.Ethnic culture has certain reference value..
