The Construction Logic Of China's Strategic Functional Area From The Perspective Of Scale Reconstruction

China's reform and opening up strategy adopts a point-to-face"pilot system",which is to set a strategic goal first,and then delineate a small area as a"pilot"implementation,and then promote it on a larger scale.In the practice of regional development in China,there have been many"regions"carrying the objectives of the pilot functions.These "regions" have a rich trait in quantity and form along with the deepening of reform and opening up.This article temporarily calls it a"strategic functional area."The 19th National Congress of the Communist Party of China put forward the requirements for the transformation of old and new kinetic energy for China's development.According to this requirement,Shandong Province selected Jiyang District in the north of Jinan City as the carrier of this strategic goal,and established the new and old kinetic energy conversion pioneer zone(hereinafter referred to as the pioneer zone)as the "pilot" to realize the conversion of new and old kinetic energy.It is the latest form of practice in China's strategic functional area.Exploring the construction mechanism behind it and the contradictions and con:flicts in the construction process are of great significance for updating China's regional strategy theory and guiding new regional strategy practice.The theory of scale reconstruction is an important theoretical framework for studying regional theory since the 1990s.This paper borrows the theory of scale reconstruction,and takes the construction of the new and old kinetic energy conversion area in Jinan as an example to study the construction logic of China's strategic functional area.This paper believes that the first zone is the construction of the zone through the "re-domainization"on the plane and the"scale reconstruction"on the three-dimensional.The study found that the"management committee"approach that Chinese scholars have long established consensus is still the main focus of China's regional development strategy,which can be continued in the practice of the pioneering zone.As far as the first district is concerned,it is reconstructed by administrative divisions,functional orientation expansion,administrative relationship reengineering and administrative means innovation.The main source is the construction of the power,capital and social network.Interaction.In addition,by further presenting the space of the construction of the preceding zone,this paper believes that the preceding zone faces conflicts between the old and new kinetic energy conversion,the state and regional strategy,and the original resident resettlement.The conflicts in these three aspects are whether the region can The key to success.This paper is divided into six parts.The first part is the literature question and the literature review.The second part is the theoretical framework.Based on the scale reconstruction theory,the analysis is based on the re-domain and scale reconstruction.The third part is based on the pre-existing area,which discusses the construction process of the preceding area in detail.The fourth part goes to the construction of the preceding area,and analyzes the construction mechanism of the prior area from three aspects:power,capital and social network.The fifth part uses the spatial presentation of the progress of the advance zone,points out the challenges and some policy recommendations in the construction of the first zone,and the sixth part summarizes the research.
